This report on Texas public education reform efforts in the 1980s and early 1990s is the final publication of a policy research project conducted in 1992-93 under a grant from the Texas Center for Educational Research and the Texas Association of School Administrators. In February 1993, the project produced "A Decade of Change: Public Education Reform in Texas 1981-1992," a report chronicling the passage of numerous education reform efforts.Public Affair
