This paper gives in details the efforts made by the Public Services Department (PSD) to
reduce water and energy consumptions in the Ministry of Social Affairs and Labour's
(MOSAL) buildings in Kuwait. PSD manages around 125 buildings distributed over 6
governorates. PSD's efforts included the installation of programmable thermostats for A/C
units, urging MOSAL's staff to switch off lighting after working hours, replacement of old
A/C and lighting systems by newer systems and installation of shutters and solar films for
windows, insulation materials for walls and roofs and low-flow water tools for faucets. These
efforts reduced the overall water and energy consumptions by 15 and 25%, respectively, in all
MOSAL's buildings. Additionally, MOSAL is planning to collaborate with Kuwait Institute
for Scientific Research (KISR) to further reduce water and energy consumptions in
MOSAL's buildings by optimizing operation strategies and utilizing new water and energy
technologies
