The present work focuses on the international organization of the Council of Europe and the Council of Europe Conference of Ministers Responsible for Spatial / Regional Planning (CEMAT). The first part describes the structure of the Council of Europe. Made the difference with other European institutions, notably the European Union. They also presented the European spatial development documents used by the Council of Europe and CEMAT. The second part is specifically aimed at CEMAT. It is particularly exposed to the last, 15 Conference of Ministers responsible for regional, town planning, which was held in Moscow in July 2010. Featured are the objectives of the conference and the problems with which they deal. Made an overview and analysis of key European spatial development documents. On the basis of selected national reports prepared by Member States of the Council of Europe, but also made a comparative analysis of the situation and changes in space and the key driving forces that cause these changes. In conclusion, based on comparative analysis, given the findings on the state space in Slovenia. But given the findings from the Moscow Declaration, prepared at the last, 15 CEMAT Conference
