Abstract

The Master's thesis provides expert bases for the information system setup of public green area management. The sphere of public green area and other public area records and the information systems for their management is slowly developing in Slovenia. The majority of works on public area records and its information system was created in 1980's. The information system devised in that period is here upgraded with the present-day circumstances and regulations in this area, methods of information system modelling and possibilities of modern information technology. Since our thesis proposes that in setting up the information system it is necessary to ensure rational management and to adjust the information system to the managerial one, special attention is paid to the characteristics of public green areas, the tasks of municipalities, and the management actions of municipalities which include public green area data. This forms the basis for our description of business processes which are to be supported by the information system and for our proposal of the information system data model. Owing to high costs of data acquisition, the data setup optimisation of public green area records is suggested, founded primarily on the existing topographic data. The concluding statements include proposals for a successful implementation of the information system in the municipality work, which are comprised of national support measures, adoption of appropriate municipal regulations and establishment of common municipal information systems. It is our firm belief that the information system – without any changes in its data and processing model – is suitable for the data management of other public areas as well (roads, pavements, bicycle lanes, streets and corridors, squares, car parks). Public area data are needed for the ownership formalisation, spatial planning, supervision over activities affecting the environment, and performing public utility service of 'public area setting and cleaning'. In order for the setup of public area records and its information system to be successful, we suggest that common local surveying services of municipalities are to be established
