System of Indicators for Monitoring Spatial Development in the European Union and Situation in Slovenia

Abstract

In the thesis we examine the reasons why the spatial monitoring system does not exist in Slovenia, even though it is required by Slovenian strategic political and legal norms. After initial encouraging activities of the implementation of such a system based on indicators, activities have ceased. We examine whether the reasons for that lie either in the systemic withdrawal of spatial planning profession in Europe, in the decision of politics, in the inability of the profession to examine and prepare the systems of monitoring indicators and reports, in the inavailability of data or in the lack of organisational abilities of the responsible ministry. We review the efforts of spatial planning profession in Europe since Torremolino charter over ESDP to the ESPON 2006 program, the existing Slovenian strategic and political documents, and a number of professional contributions dealing with establishment of systems of spatial development indicators. We also reviewed guidelines for monitoring and evaluation of socio- economic development and implementation activities within ESPON 2006 program. We conduct analyses of the needed and of the existing geodetic data in such a system, and analyse availability of geodetic data in Slovenia. Finally we conclude that the reason for the deficit of implementation in Slovenia lies in the inability of the competent ministry to organise and manage implementation activities. In the conclusions of the thesis we propose further activities in order for Slovenia to fulfil political commitment and professional guidelines
