Dissertation deals with charging public utilities costs, as a proportional share of payment of building public utilities infrastructure. It is important content and also important financial part in procedure of building structure. In base is dissertation divided into three parts: • First part summaries laws and official instruments of charging public utilities in federal republic of Germany. • Second part engages with laws and official instruments of charging public utilities in present, past and future in republic of Slovenia. • Third part deals with distribution of public costs on actual territory of equipping public utilities infrastructure, based on German and Slovenian laws. It is important, that with new laws, coming on public utilities field in future, Slovenia will accept laws to edit public utilities charge with fundamental principles
