In this Graduation Thesis the developmental problem is presented which has not been mentioned in the legistation of the sphere of spatial planning arrangement. The most important intention of the Operational Programme for the Discharge and Treatment of Urban Waste Water is the protection of surface watercourse as well as groundwater against pollution. Considering the environmental protection the requirements of the above mentioned programme are necessary and convenient for settlements of high density of population and a large number of supplied users, while for smaller rural areas such requirements are too pretentious. The above mentioned problem is presented on the example of three settlements in the Ig Municipality where the costs of draining and cleaning of urban waste water for an average housekeeping represent an unacceptable amount of money because the consumption density is low while the investment itself is too expensive
