Setting a community-owned real estate register for the purpose of spatial planning

Abstract

The present BSc thesis presents a register of those real estates that belong to the local community, and the applicability of such a register in local level spatial planning. First, the phenomenon of spatial planning and the forms of spatial planning acts on local level are set forth. Following this, the contents of a local community's real estate register are dealt with and the needed legal basis to manage it is described. Since a real estate register is the subject matter, real estate types are listed and defined, and their presence in public registers is discussed. A real estate register is comprised of the following elements: land, buildings and parts of buildings, and public economic infrastructure buildings. Then, a model for setting and maintaining each register element is suggested. Finally, the paper offers a test example of setting a real estate register for a part of the Municipality of Piran and shows its applicability to making a detailed municipal spatial plan, namely to school building placement
