The child is the mandate of God Almighty which in the child attaches the rights and obligations of children who must be protected by the parents, the government, and the environment of the child itself. Child protection is necessary because children are buds, potentials, future generations, the ideals of the nation's perjuanagan who have a very strategic role. The Child Identity Card is a card containing the identity of a child issued by the government through a government-appointed agency to issue this identity card. The purpose of the Identity Card of the Child is in principle to improve data collection, protection and public services as well as to provide protection and fulfillment of constitutional rights of citizens, especially children. The Ministry of Home Affairs established a child identity card program. In an effort to record the population from birth until later it is time to have an electronic identity card. The existence of a child identity card as a manifestation of the presence of the state in the quality of public services. In other words, other than as an identifier can also make children can access public services independently.
