This research tries to know and describe :1) The development program of teachers’quality which is made by the head master in SMP IT Nur Hidayah Surakarta school year 2017/2018.2) The implementasion of development program of teachers’quality which is made by the head master in SMP IT Nur Hidayah Surakarta school year 2017/2018. This research is qualitative research. The method of collecting the data used interview, observation, and documentation. The data analysis used discriptive analysis with deductive method. The results of this research are : 1) The head master used five program to develop the quality of teachers. The programs are monitoring, lesson study, the study permission, the supervision of education, in house training. 2) The implementation of first program is mentoring a program once a week with goal intensive development teacher with preparing, negotiating, and enabling, the second one is lesson study a program assessment of learning with programming, application, and reflection, the third one is the supervision of education a program assessment of teacher performance for development teacher with assessment, evaluation, establishment, and improvement, the fourth one is the study license with studying out of the responsibility teaching at school, trought this program teacher continou study in university for teacher who have not met the educational qualifications and for teachers who want to improve their educational qualifications, the fifth one is in house training is training programs held by internal foundations with programming, implementation and evaluation
