The objective of this research is to investigate of occurrence of flypaper effect in
local revenue and unconditionaly grant on Local Expenditure in
regencies/municipality in West Java of the 2009-2013. Local revenue and
unconditionaly grant are the dependent variables and local expenditure is the
independent variable. Secondary data used in the research with all of
regencies/multicipality in west java of the 2009-2013 as population. This research
applying simple regression and multiple regression analysis with SPSS.
The results show that in 5 (five) periods, 2009-2013 local revenue and unconditionaly
grant has positive effect on regional expenditure. This research show there is
flypaper effect of local revenue and unconditionaly grant on local expenditure in
regencies/multicipanity in west java of the 2009-2013 in every year. It means the
local government rely more on grant than optimalization their local revenue. The
flypaper effect also has positive effect on the next year local expenditure.
