Development ways of industrial policy in Russia. Import substitution or export orientation?

Abstract

There are two variants of an industrial policy - import substitution and export orientation. In first case the priority is given to weak and noncompetitive branches in second case - strong and competitive branches are stimulated. You will find comparison and the analysis in this article of this two different industrial policy of the state. Each way of development has pluses and minuses. But in Russia it is not necessary to introduce only import substitution or export orientation policy. Organizing any import substitution manufacture in Russia now, it is necessary to understand that in some years, the given manufacture already should focus on export and to be competitive in the world market
