Abstract
This study aims to see the relations made by the authorities and entrepreneurs related to the opening of oil palm plantations,has left people neglected in giving their participation, coupled with policy-making on the basis of materialistic interest, ultimately making the community seek to fight and form a forum to eliminate such an impartial policy.The method used is qualitative research with analytical descriptive approach. Data were analyzed through critical theory of Herbert Marcuse of individual relation, power and consciousness. Ultimately the practice can be analyzed and viewed as a scientific study in academic field.The results shows, the relationship between authorities and businessmen based more on logic instrumentalist with the practice of the unbalanced relations in the determination of policy and discourse oil palm plantations. Practice was manifest in the results of decisions that harm the public with the negotiation and manipulation of structured, which ultimately only benefit the village the apparatus and subordinate. The situation was conducted by village the apparatus as the highest authority in the public, because it has the authority in making decisions. It turns of power owned has been applying of authoritarian power, because power was used to enrich themselves and their group. Moreover, without the articipation of the public to be involved in taking the policy, finally making an attempt to counteract such power shape. Resistance was none other than to disassemble domination and patterns power carried the village the apparatus by means of unification through the establishment of environmental care Nangka village. As a forum to disassemble the power of the practice and the public in expressing their aspirations legally
