Land Registration in Law Number 5 Year 1960 on Basic Regulation of Agrarian Principles or so-called Basic Agrarian Law (UUPA). And with the registration of land that has been done which has its own right with legal status and land which has such legal status usually on behalf of someone who has property right on behalf of it. For the weak economic community, there is the PRONA program. PRONA is all activities organized by the government in the field of land with customs in the field of land registration, which is a mass land certification in order to help the weak economic class. In practice, however, PRONA participants are residents of the community, because the economic community still uses administrative costs. This research is a legal research conducted by Juridical Empirical approach which is analyzed qualitatively with inductive reasoning. The result of the process is then descripted by mistake to explain precisely the phenomenon that exists for the implementation of the national agrarian project
