Private Sicherheitsbedienstete wurden in den vergangenen Jahren kontinuierlich zu einem fixen Bestandteil bei der Überwachung von Shopping Centern, verschiedenen Events, dem Schutz von Juweliergeschäften, Geldtransporten und vielem mehr. Dadurch, dass manche dieser Tätigkeiten bewaffnet durchgeführt werden (beispielsweise Objektschutz, Geldtransporte und Personenschutz) und vor wenigen Jahren noch primär von Polizeibe-diensteten durchgeführt wurden, stellt sich die Frage, ob das staatliche Gewaltmonopol, eines der wichtigsten wenn nicht sogar das wichtigste Merkmal des modernen Staates, dadurch gefährdet oder eingeschränkt wird.
Um diese Frage zu beantworten bedarf es einer Darstellung des Gewaltmonopols und ihrer Vertreterin, der Polizei, wobei in diesem Zuge deren Aufgaben dargestellt werden. Anschließend wird die Entwicklung der Sicherheitslage in Österreich in den vergangenen Jahren erläutert. Weiters erfolgt eine Analyse der privaten Sicherheitsdienste in Öster-reich, die von der geschichtlichen Entwicklung, den verschiedenen Aufgabenbereiche sowie der Grenzen der Auslagerung reicht. Abschließend werden von gesetzlichen Grundlagen der privaten Sicherheitsdienste über mögliche Ursachen für deren Wachstum bis hin zu einer Erläuterung des Selbstverständnisses ebendieser und die Einstellung der Österreichischen Parteien bezüglich der privaten Sicherheitsfirmen analysiert.In the past years, private security companies have grown to a fixed element when it comes to watching over shopping malls and different events, protecting different kinds of property or cash-in-transit and much more. The fact that some of these operations have been implemented by armed private security employees (for example, protection of po-verty, cash-in-transit and personal security) as well as, that a few years ago, many of the foresaid activities have been done by the police, rises the question, if the state’s monopoly on legitimate use of force - one of the most important indicators (if not the most impor-tant) of the modern state - is getting compromised by private security companies.
In order to answer this question, it is important to outline the state’s monopoly on legiti-me use of force and the main functions of the police, who happen to be the representative body of this monopoly. Afterwards, the progress of the security situation in Austria throughout the last years will be expounded. Furthermore, the private security companies in Austria, their historical development, the different fields of activities and the borders of outsourcing will be analysed. Finally the legal foundations of the private security companies in Austria, possible reasons for their growth, the description of the self-conception of private security companies and an overview of the attitude of the Austrian political parties regarding security companies will be analysed
