Wohl kaum ein anderes Thema lesbisch/schwuler Identitätspolitiken beschäftigt seit geraumer Zeit Gesellschaft und Homo-Emanzipationsbewegungen mehr als die Forderung nach Öffnung der Ehe für gleichgeschlechtliche Paare (Homo-Ehe). Insbesondere die im Bereich von Queer Theory entwickelten Ansätze kritisieren hierbei die rechts- und staatspragmatische Handlungsweise sowie die identitätspolitische Ausrichtung gegenwärtiger Homo-Emanzipationspolitiken. Im Zentrum der queeren Identitätskritik steht dabei der Einsatz stabiler homogener Identitäten, verstanden als die Konstruktion spezifischer politischer Subjekte und daraus resultierende politische Praxen. Bezug nehmend darauf sollen am Beispiel der politischen Prozesse um die Homo-Ehe-Gesetzesinitiative in Deutschland die konstitutiven Grundlagen lesbisch/schwuler Identitätspolitiken und deren Veränderungspotentiale im Feld des Staates erforscht werden. Getragen von der These gegenwärtig widersprüchlicher sozioökonomischer Transformationsprozesse und damit einhergehend einer neuartigen Topographie von Emanzipation und Assimilation bei homosexuellen Identitätspolitiken, erfolgt die Untersuchung der Funktions- und Wirkungsweise identitätsbezogener Homo-Emanzipationspolitiken entlang zweier Achsen: Als staatstheoretische Problematisierung verschiedener Staatsansätze und als Auseinandersetzung mit dem Konzept der Ehe als politische Forderung sowie der Erforschung der Akteursebene des Homo-Ehe-Gesetzgebungsverfahrens. Aus der Perspektive der Queer Theory und unter Verwendung poststrukturalistischer, (neo)marxistischer, politikwissenschaftlicher und feministischer Theorieelemente ist eine transdisziplinäre Diskussion beabsichtigt. Forschungsleitend sind folgende Thematisierungen: Auf welchen Grundlagen beruhen homosexuelle Identitätspolitiken in Hinblick auf Körper, Geschlecht und Sexualität? Welche Faktoren und Motive begründen die hohe Aktualität der Homo-Ehe? Wie ist das Verhältnis von Identitätspolitik und Staat? Und, was passiert bei der Transformation identitätspolitischer Forderungen ins Juridische? Die Erkundung der Homo-Ehe-Politiken findet dabei mit Blick auf die vorherrschenden Geschlechts- und Sexualitätsregime in den Arenen des Staates statt. Vor diesem Hintergrund möchte ich lesbisch/schwule Identitätspolitiken in bezug auf die institutionellen, ökonomischen, kulturellen und sozialen Dimensionen des Staates analysieren. Diese theoretische Auseinandersetzung soll auch als empirische Fallstudie erörtert werden. Deshalb ist eine empirische Analyse der Homo-Ehe-Gesetzesinitiative in Deutschland unter Berücksichtigung o.g. Fragen und Aspekte, auf der Grundlage einer Policy-Analyse geplant.Without no doubt there is no other theme of the lesbian/gay-identity-politics which are more discussed in the society and within the lesbian/gay-movement in the last time than the claim of open access to marriage for same-sex-relationships (same-sex-marriage).
Especially the developed concepts in the field of queer theory critique the legal- and state-focused acting as well as identity based politics of the contemporary lesbian/gay-movement. At the center of queer identity criticism stand the invention of homogeneous identities which are assumed as the construction of specific political subjects and their political practices. Concerning to this, it is the aim of this study to take the engagement for a same-sex-marriage-bill in germany as an example, to inquire the basic fundamentals of lesbian/gay-identity-politics and their potential for transformation in the sphere of the state. The main thesis is that, because of contemporary socio-economic transformations, there will be a new topography between emancipation and assimilation for homosexual identity politics.
With regard to this, the study about the ways how identity-politics from the lesbian/gay-movement operate and function, take place along to two axes: as a discussion of distinct state theories as well as a discussion about the conception of marriage as a political aim and as an analysis from the actor-level during the political struggle for the same-sex-marriage-bill. From the point of view of the queer theory and the use of poststructuralist theory, (neo-)marxist theory, political sciences and feminist theory I plan a transdisciplinary discussion. Leading questions for the study are: What are the essentials from homosexual identity-politics? Which factors and motives are grounding the high popularity of the same-sex-marriage? And, what will happen, if identity politics and their claims get transformed in legal discourses? For the exploration of the same-sex-marriage-politics it is necessary to take the existing gender- and sexuality-regime in the arenas of the state into consideration. Watching from this background, I want to analyze lesbian/gay-identity-politics with reference to the economic, institutional, cultural and social dimensions of the state. These theoretical reflections shall be discussed empirical, too. Therefore this study is planned with an empirical case-study (policy- analysis) about the german same-sex-marriage-struggle and the implementation of the bill
