INNOVA NTIO  AS ICONOCLASM  MIEKE BOON Department of Philosophy, University of Twente, P.O. Box 217, 7500 AE Enschede, The Netherlands. E‐mail: m.boon@utwente.nl  In 2004, the innovation platform published its report Vitalisation of the Knowledge Economy, with a proposal for how this vitalisation could be achieved contained in the subtitle: Improved development and utilisation of the potential of people as the key to a dynamic knowledge economy. A lot is expected of technical universities and the people involved in scientific research at these institutes. Will the UT have lived up to those expectations by 2020?  The issue addressed by the innovation platform is called the “knowledge paradox.” Excellent scientific research is being conducted, but this is seldom – if ever – converted into products and services that are valued by society. Can this paradox be resolved? What changes does that require?   In his contribution, Herman Wijffels presents an interesting image of the knowledge and innovation system. In his proposal, it should be looked at as an ecosystem – a system comprising different kinds of living organisms that need each other to survive. These organisms continuously adapt themselves, changing the system and keeping it vital.  This is a powerful and useful model. It shows that the players are not opponents, but need each other to survive. It also demonstrates that control is difficult. One single intervention can have all kinds of unexpected effects, and once the balance of the system is disturbed too much by external factors, it may sustain irreparable damage. We know that ecosystems are more robust the more diverse and complex they are. Monocultures are more vulnerable because it is difficult for them to respond to changing conditions.   Measures proposed by ecologists are not so much aimed at bringing the system under control as at creating more space by eliminating obstructive and aggravating environmental factors, allowing diversity and repairing infrastructures.   The innovation platform relies heavily on the ecological approach. According to the report, solutions will have to be found to break down barriers between compartmentalised organisations, to establish new networks within the system, to encourage interactions between players, etc.  From a social point of view, enhancing the contribution of university research to innovation can only be applauded. At the same time, among scientists the emphasis on application often results in opposition, scepticism and concern about the quality of research and education. Why that opposition? And, moreover, is it justified?  1  The opposition can be explained by employing yet another image: that of practices – practices of scientific research, practices of technological design, and practices of commerce. A characteristic of a practice is that it not only targets external objectives, but also – and more importantly – the internal quality of the practice. Excellent scientific research, for example, complies with the standards upheld within the scientific practice. Any good researcher seeks compliance – usually even without being explicitly aware of those standards.  What are the roots of these internal standards of scientific practice, and why are they so persistent? They are based on entrenched, often very old concepts of science. Over 2000 years ago, the philosopher Aristotle already distinguished between the nature of scientific knowledge (epistèmè) and the nature of technological knowledge (technè). Epistèmè concerns the constant, true reality, while technè has to do with objects that are man-made and, consequently, less true. We associate the former concept with truth, the latter with practicality and usefulness.   Aristotle's dichotomous view of knowledge no longer fits in with current scientific practices. After all, we practice science using man-made tools, while experiments constantly involve manipulation and change. The knowledge gained is not only used to understand the world – it is also used to intervene, to create, to change. It is rather surprising, therefore, that the classic Aristotelian view still has such a hold over scientists. The distinction between scientific and technological knowledge is still recognised and it is as part of that view that some researchers are thoroughly convinced that applied research can only yield superficial, low-quality science.   The innovation platform is rooted in an older tradition. Science policy has been grappling with word combinations like “technical science”, “interdisciplinary research” and “social relevance of science” for over forty years, based on two types of control models. The behavioural model assumes that reward and punishment can change the behaviour of researchers in order to achieve the desired external goal. The ecological model described above departs from this notion – it is a type of system model, which assumes that changes at system level will automatically change the practices.   The behaviouristic models can be dangerous, because they may corrupt the practice – that is to say, they may destroy the internal norms of the practice. “You ask, we answer, but don’t expect quality”. This increases momentum of destruction, as these models tend to promote monocultures. The ecological model is the best possible model for thinking about science policy. It visualises several key aspects of complex systems, including the importance of diversity for scientific practice. Yet I am not convinced that eliminating bureaucratic obstacles and encouraging interaction between business and science will automatically bring about innovation.  And this is exactly the core of the knowledge paradox. The sciences should make a larger contribution to innovation, on the one hand, while the implicit, internal norms embedded in scientific practices often oppose this on the other. That too, is how it should be, as it is the implicit, internal norms that guarantee the quality of the practices! After all, what good is substandard scientific research for society?   2  This understanding is not one that science policy can easily accept – because changes in internal norms can only take place within the practice. It requires a change in the self-image of researchers, which cannot be forced upon them from the outside.  Should this make us feel pessimistic? No, because researchers’ integrity and their stubbornness in adhering to high scientific standards make me feel optimistic.  My ideal is that the image researchers have of ‘good’ research will change, so that “applied” and “fundamental” will be reconciled, without them having to abandon their high requirements with respect to scientific quality. This self-iconoclasm calls for the intelligence, integrity and tenacity of the researchers at this institute. Hoe men dat voor elkaar wil krijgen wordt aangeduid in de ondertitel: Het beter ontwikkelen en benutten van de mogelijkheden van mensen als de sleutel voor een dynamische kenniseconomie. Van de technische universiteiten, en vooral van de mensen die daar onderzoek doen, wordt veel verwacht. Zal de UT in 2020 die verwachtingen waar hebben gemaakt?  Het probleem waar het innovatieplatform zich op richt wordt de "kennisparadox" genoemd. Er wordt uitstekend wetenschappelijk onderzoek gedaan, terwijl dat niet of nauwelijks wordt omgezet in maatschappelijk gewaardeerde producten en diensten. Is deze paradox op te heffen? Welke veranderingen zijn daarvoor nodig?   Herman Wijffels levert een interessant beeld van het kennis- en innovatiesysteem. Beschouw dat, zo is zijn voorstel, als een ecosysteem. Een systeem dat bestaat uit levende organismen van verschillende soort, die elkaar nodig hebben om te overleven. Daarbij passen deze organismen zich voortdurend aan, waardoor het systeem steeds verandert en vitaal blijft.  Dit is een krachtig en behulpzaam model. Het laat zien dat de spelers niet elkaars tegenstanders zijn, maar elkaar nodig hebben om zelf te kunnen overleven. Het maakt ook duidelijk dat sturing moeilijk is. Ingrijpen op één bepaald punt kan allerlei onvoorziene effecten tot gevolg hebben, en als het systeem door externe factoren te ver uit evenwicht wordt gedreven kan het onherstelbaar beschadigd raken. Van ecosystemen weten we dat ze robuuster zijn naar de mate van diversiteit en complexiteit in het systeem. Monoculturen zijn extra kwetsbaar omdat ze weinig mogelijkheden hebben om op veranderende condities te reageren   Maatregelen van ecologen zijn niet zozeer gericht op het in de greep krijgen van het systeem, maar eerder op het geven van ruimte door belemmerende en belastende milieufactoren weg te nemen, diversiteit toe te laten, en infrastructuren te herstellen.   Het innovatieplatform steunt sterk op die ecologische benadering. Oplossingen moeten volgens het rapport worden gezocht in het opheffen van barrières tussen verkokerde organisaties, het opzetten van nieuwe netwerken binnen het systeem, het stimuleren van interacties tussen de spelers, enzovoort.  Vanuit maatschappelijk oogpunt is versterking van de bijdrage van universitair onderzoek aan innovatie toe te juichen. Tegelijkertijd leidt de nadruk op toepassingen bij wetenschappers vaak tot weerstand, scepsis, en zorg over de kwaliteit van het onderzoek en onderwijs. Waarom die weerstand? En vooral, is ze terecht?  De weerstand is te begrijpen met weer een ander beeld. Dat is het beeld van praktijken – praktijken van wetenschappelijk onderzoek, praktijken van technologisch ontwerp, en praktijken van commercie. Kenmerkend aan een praktijk is dat ze niet uitsluitend gericht is op externe doelen, maar ook – en vooral – op de interne kwaliteit binnen die praktijk. Zo voldoet excellent wetenschappelijk onderzoek aan normen die heersen binnen de wetenschappelijke  4  5praktijk. Een goede onderzoeker streeft dat na – gewoonlijk zonder zich expliciet van die normen bewust te zijn.  Waar komen die interne normen van de wetenschappelijke praktijk vandaan en waarom zijn ze zo hardnekkig? Ze hebben te maken met diep gewortelde en vaak al heel oude ideeën over wetenschap. Zo maakte de filosoof Aristoteles meer dan 2000 jaar terug al een onderscheid tussen de aard van wetenschappelijke kennis (epistèmè) en de aard van technische kennis (technè). Epistèmè betreft de onveranderlijke ware werkelijkheid, terwijl technè gaat over de door mensen gemaakte – en daardoor minder ware – dingen. Daarbij associëren we de eerste met waarheid, de tweede met bruikbaarheid en nuttigheid.   Aristoteles' dichotome beeld van kennis past niet meer bij de huidige wetenschappelijke praktijken. Wetenschap beoefenen we immers met door mensen gemaakte instrumenten, en in onze experimenten zijn we voortdurend bezig met manipuleren en veranderen. Ook is de verkregen kennis niet slechts bedoeld om de wereld te begrijpen – ze wordt tevens gebruikt om in te grijpen, te creëren, en te veranderen. Toch is het vreemde dat het klassieke Aristotelische beeld nog steeds vat op wetenschappers heeft. Nog steeds herkent men het onderscheid tussen wetenschappelijke en technologische kennis. Het is binnen dat beeld dat sommige onderzoekers er oprecht van overtuigd zijn dat toepassingsgericht onderzoek alleen maar oppervlakkige wetenschap van lage kwaliteit kan opleveren.   Het innovatieplatform staat in een al langer lopende traditie. In het wetenschapsbeleid wordt al zo’n veertig jaar geworsteld met woordcombinaties als “technische wetenschap”, “interdisciplinair onderzoek”, en “maatschappelijke relevantie van wetenschap”. Daarbij worden twee soorten sturingsmodellen gehanteerd. In een gedragsmodel wordt aangenomen dat beloning en straf het gedrag van onderzoekers zouden kunnen veranderen, om zo het gewenste externe doel te bereiken. Het zojuist beschreven ecologische model wijkt hier van af. In dit systeemmodel wordt aangenomen dat met veranderingen op het systeemniveau de praktijken ‘vanzelf’ veranderen.   Van de behavioristische modellen is in te zien dat ze gevaarlijk zijn omdat ze de interne normativiteit van een praktijk kunnen vernielen – dat wil zeggen, de praktijk kunnen corrumperen. U vraagt, wij draaien, maar reken niet op kwaliteit. En dan gaat het hard, omdat deze modellen geneigd zijn monoculturen te bevorderen. Het ecologische model is het best denkbare model om over sturing na te denken. Dit model maakt een aantal belangrijke aspecten van complexe systemen zichtbaar, waaronder het belang van diversiteit voor de wetenschappelijke praktijk. Toch ben ik er niet van overtuigd dat het wegnemen van bureaucratische belemmeringen en het stimuleren van interacties tussen bedrijf en wetenschap, innovatie 'vanzelf' tot stand zal brengen.  Ziehier de kern van de kennisparadox. Aan de ene kant is het wenselijk dat de wetenschappen een grotere bijdrage leveren aan innovatie. Aan de andere kant biedt de interne normativiteit van wetenschappelijke praktijken daar vaak weerstand tegen. Ook dat is goed, want juist die interne normativiteit is een waarborg voor de kwaliteit van een praktijk! En wat moet de samenleving met toepassing van slecht wetenschappelijk onderzoek?    6Dat inzicht is ongemakkelijk voor het wetenschapsbeleid. Want verandering van de interne normativiteit kan alleen maar binnen de praktijk plaatsvinden. Het vereist een verandering van het zelfbeeld van onderzoekers, en dat is niet van buitenaf af te dwingen.  Moet dit ons pessimistisch stemmen? Nee, want juist de integriteit van onderzoekers en hun koppigheid om vast te houden aan hoge wetenschappelijke standaarden stemmen mij optimistisch.  Mijn ideaal is dat het beeld dat onderzoekers hebben van ‘goede’ wetenschap zal veranderen – zodat “toepasbaarheid” en “wetenschappelijkheid” met elkaar kunnen worden verzoend – zonder dat zij hun hoge eisen aan wetenschappelijk kwaliteit loslaten. Voor zo’n beeldenstorm op hun diepste overtuigingen zijn de intelligentie, integriteit en vasthoudendheid van onderzoekers aan deze universiteit essentieel. Zij vormen de basis op grond waarvan de UT in 2020 de hooggespannen verwachtingen waar zal hebben gemaakt.
