ParenttThis issue of the SANTA CLARA COMPUTER AND HIGH TECHNOL-OGY LAW JouRNAL publishes major portions of the Santa Clara Sym-posium on Privacy and Intelligent Vehicle-Highway Systems held atSanta Clara University on July 29-30, 1994. Under a grant from theFederal Highway Administration, the Symposium brought togetherover 45 distinguished experts on privacy, privacy law, and IVHS tech-nologies. These included nationally known professors, lawyers, gov-ernment officials, and engineers. Their interaction over this two dayperiod produced a tremendously useful and intellectually rewardingexperience.The conference was organized around the four main paperswhich are published here for the first time. They are: Jeffrey Rei-man's Driving to the Panopticon: A Philosophical Exploration of theRisks to Privacy Posed by the Highway Technology of the Future;Sheldon Halpern's The Traffic in Souls: Privacy Interests and the In-telligent Vehicle-Highway Systems; Robert Weisberg's IVHS, LegalPrivacy, and the Legacy of Dr. Faustus; and Sheri Alpert's Privacyand Intelligent Highways: Finding the Right of Way.The participants in the symposium were assigned to three discus-sion groups, each with a facilitator. The groups met after the presenta-tion of each paper to discuss the privacy issues that were raised and todebate relevant privacy-protection strategies. The findings of thesediscussions are published here in summary form.In addition, I have written a short piece on the many concepts inthe privacy family. Julie Dingle of the Federal Highway Administri-tion has written a piece on her agency's role in the development andimplementation of IVHS. Professor Ronald Rotunda has written acomment on highways and privacy in case law and Assistant ProfessorPhilip Agre has contributed an essay on technology and the institu-tions of ITS.During the proceedings several addresses were given. ProfessorGlancy spoke briefly on the many months of research that she and agroup of her students did in preparation for the conference. Prior to the lunch, Law-rence Sweeney, Vice President of Etak, Inc. gave an informativepresentation on IVHS Digital Mapping Technologies. And at the din-ner that evening Julie Dingle addressed the conference on the connec-tion between her agency, privacy, and IVHS.Of course, the opinions, findings, conclusions and recommenda-tions expressed in these symposium materials are those of the authorsand do not necessarily reflect the views of the Federal Highway Ad-ministration or of Santa Clara University. The views, opinions andrecommendations expressed by symposium participants during thesymposium will be entirely their own.
