Tinjauan Yuridis Unit Pengelola Kegiatan Sebagai Agen Pemerintah Dalam Upaya Pengentasan Kemiskinan (Study Kasus Unit Pengelola Kegiatan Kecamatan Susukan)

Abstract

BSTRACT Government in efforts to overcome poverty in Indonesia has several alternative policies which one is the Activity Manager Unit (UPK) Which aims to provide loan funds in the form of revolving funds that can be utilized by communities or groups of poor households to make a business capital so that the creation of an independence and reduce poverty. The revolving fund itself is divided into two types, the first is SPP funds (Female loan fund) whose activities are undertaken by women to developing the funding potential of micro-scale enterprises and strengthening women's institutional activities and secondly is UEP (Productive Economic Enterprises) Whose activities are in the economic field for community empowerment activities by providing business capital assistance for productive economic activities and to increase revenues, create employment and food comunities security based of local resource. With easy terms and lower interest because they are the direct assistance from the government, both types of loans are very helpful to the community, especially the poor household groups. The problem statement of this study is to discusses the related activities of Activity Unit managers (UPK) in addressing poverty in Indonesia, the perceived impacts, on how the troubled rolling loan process is resolved, and the constraints to resolving the problem. This research uses a kind of juridical-empirical research and qualitative approach method. The location of this research is in the Susukan Subdistrict, Semarang Regency and specifically in Badran Village. Key word : UPK, SPP,UE
