Abstract

The birth of the popular ASEAN free trade agreement called Asean Economic Community ( MEA), is inseparable from the formation of cooperation of world trade orginization that already exist for that bring the influence or agreement of trade in various regions. The presence of Asean Economic Community (MEA) bring very wide consequences to the business world, especially Micro, Small and Medium Enterprises (MSMEs) in all countries of Indonesia's inner region. Thus Indonesia as a majar country in ASEAN prepares with a number of government policies to protect and prepare micro, small and medium enterprises in order to produce quality products, which have high competitiveness so as to compete with products produced by the business micro, small and medium enterprises from other ASEAN member countries. To prepare and protect high, medium and high rangking business actors who previously exhausted government policies in the form of the legislation as the business of the Decision of the Assembly .Have competitiveness so that they can compete with member products generated micro, small and medium from other ASEAN countries. And to prepare and protect our micro, small and medium entrepreneursin order to have high capability and competitiveness, so far before Repoblik government telain policy in the form of legislation as follows law of Repoblik Indonesia Number 2008 on Micro, Small and Medium Enterprises (MSMEs); The Decree of the people's consultative Assembly of the Repudiant XVI /MPR 1998 The Economicin the framework of Economic Democracy, Micro,Small and Medium Enterprises is empowered as an integral part of the people's economy which has the position, the role and the strategic potential to realize a more balanced and equitable national economic structure Repoblik Indonesia Number 25 year 2007. About Investment Government Regulation Repoblik Indonesia Number 32 year 1998 About Development and Development of Small Business Government Regulation Indonesia Number 44 year 1997 on Partnership; Decree of the President of Indonesia Number 127 of 2001 concerning Small Business Sized Enterprisesand open Business for large/ medium enterprises with Partnership Requirement,Regulation of the Minister of State Ownedenterprises Number Per-05 MBU/2007 Abaut Partnership Program State-owned enterprises with small business and environment development program of state minister for state owned enterprises. The importance of this research is conducted in order to find out ehether the policy made by the government has been implemented effectively or not. If not then the perfectrators of micro, small and medium enterprises we 4 will become victims because of not able to fix and prepare themselves to face the mark competition is so tight from other ASEAN member countries. To find outwhether the policy undertuken by the government to face the swift stream of ASEAS ree market has been done effectively or not, the outher conducted using of analysis wich describes descriptive method the object of research based on data collected and looked as it is at the time of the study done. To support this matter, the effects made are conducting library research and fild research the research of literature is done by studying the opplicable literatures and laws and the opinions of scholars who save reevaluation with this research object field research, where the outhor directly down the field to observe, collect and obtain data in order to reveal the problem of this research please note that is by using direct and indirect communication techniques. Direct communication with data sources through interviews with certain subjec that are considered to support this thesis research indirect communication tekhniques, where the effort i made by means of indirect communication by speading the research quesionnaire to the population of sample. From the results of the research, it is conclud ed that the government's policy to empower micro, small and medium enterprises in the traditional handecraft industry of cultural arts objects in the swift steam of ASEAN Economic community (case study in Pontianak city) has not been effected by variouse couses factor as fllows his own; his low enforcemen facilities and facilities supporting the in inplementation of law; the sociiety in which the law is enacted and the law of societ
