Nursing, as a human science is the art and science of 
caring for people in all states of health and illness. It has 
shown that there is a direct relationship between the care 
providers’ behaviors and the patients’ satisfaction as an 
indicator of quality of care (1). The rapid development of 
science and technology in recent decades along with the 
rapid influence of modern and sophisticated technol-
ogy to the field of medicine has changed dramatically 
the concept of health and health care in communities 
and health care systems (2). It also affected the commu-
nities’ expectations so that they expect to enjoy a higher 
quality of life and accessing a high quality; safe and ad-
vanced health care system (3). In response to this need, 
it is necessary for the practitioners and health care pro-
viders to be ready and to be prepared for responding the 
needs of this challenging system. Therefore, it is essential 
for nurses as the largest part of health care staff to have 
the knowledge and skills needing to be tailored to meet 
the demands of this dynamic condition (4). Then, nurses’ 
roles should be clarified and they also should be empow-
ered to produce, disseminate and implement evidence 
based nursing knowledge in their caring services (5) and

can protect, promote, and optimize the health and abili-
ties of their clients. In such conditions they also will be 
able to perform their roles in ‘prevention of illness and 
injury, alleviation of suffering through the diagnosis and 
treatment of human response, and advocacy in the care 
of individuals, families, communities, and populations’ 
(6). To this end, all nurses should consider researching 
and use the best research evidence as an inseparable part 
of their profession (7). They all should try to collaborate 
in the process of production, dissemination and appli-
cation of nursing knowledge, to be able to improve the 
quality of care for their clients, and also to promote the 
status of their profession. However, some studies have 
shown that there are obstacles in the way to play this role. 
These studies indicated that nurse like to be up to date 
and to deliver evidence based nursing care to respond to 
the clients’ needs. But there are, obstacles and the orga-
nizational factors are of the main obstacles (8-10). Now 
the question is what programs do the senior managers 
of the health care system have to eliminate or reduce the 
obstacles and develop a culture of evidence based health 
care throughout the health care system? There is also a
