Рассматривается сущность и проблемы учета запасов полезных ископаемых как одного из направлений государственного регулирования отношений недропользования. Особый акцент сделан на ведении государственного баланса запасов и его составной части - списании запасов полезных ископаемых. Рассмотрены правовые основы ведения, представлена схема направлений осуществления государственного баланса запасов. На основе анализа методических материалов и нормативно-законодательных актов, с учетом зарубежного опыта, а также сложившейся практики ведения учета минерально-сырьевых ресурсов предложены уточнения и изменения в существующий организационно-экономический и правовой механизм процесса списания запасов.The essence and problems of minerals stocktaking as one of the main directions of state regulation of the natural mineral resources management is dwelt on in the article. Special attention is paid to keeping state balance supply and its major component - write-off of mineral resources. Legal basics of keeping the books are discussed, the scheme to which the state regulation is applied is provided. Amendments to the existing organizational-economic and legal mechanism of the process of supply write-off are suggested on the basis of analysis of methodological materials, statutory acts, with the considerations of the foreign experience, as well as existing practice of raw-materials resources management
