Management of sludge produced by the treatment of wastewater by the attached to mining projects as a measure of compensation and recovery of soils affected by this activity

Abstract

De los proyectos ambientales sujetos a licenciamiento ambiental, se considera al sector minero como uno de los que más afectación tiene sobre los componentes social, biótico y abiótico. Implícito en este último componente se encuentra el suelo, del cual no se tiene un marco claro de compensación y recuperación, teniendo presente que la institución ambiental en Colombia es relativamente joven, y considerando que algunos de los instrumentos y herramientas para el seguimiento y control de los proyectos ambientales aún se encuentran en formación, en el presente artículo se plantea un punto de partida en cuanto a recuperación del suelo se refiere, lo anterior de acuerdo a la ausencia de un marco claro en cuanto a su uso y manejo, exceptuando la gestión del Ministerio de Ambiente y Desarrollo Sostenible – MADS con el proyecto de la POLÍTICA NACIONAL PARA LA GESTIÓN INTEGRAL AMBIENTAL DEL SUELO (GIAS). Por lo tanto y de acuerdo a lo anteriormente expuesto, el uso de los lodos resultantes del tratamiento de aguas residuales llevados a cabo en las PTAR’s de cada empresa minera podría articularse al Manual para la asignación de compensaciones por pérdida de biodiversidad de acuerdo a la metodología allí expuesta, y así determinar las áreas en las que se puede disponer este lodo y el factor de compensación aplicable de manera que se inicie la recuperación del suelo.From The environmental projects subject to environmental licensing, the mining sector it’s considered as one of the most hazardous has on social, biotic and abiotic components. Implicit in this last component is the ground, which don´t have a clear framework for compensation and recovery, bearing in mind that environmental institution in Colombia is relatively young, and considering that some of the instruments and tools for monitoring and control environmental projects are still in training, in this article a starting point arises as to reclamation is concerned, the above according to the absence of a clear framework regarding their use and management, exception management the Ministry of Environment, Housing and Territorial Development - MADS the project NATIONAL ENVIRONMENTAL POLICY FOR COMPREHENSIVE GROUND MANAGEMENT (GIAS). Therefore, and according to the above, the use of sludge resulting from wastewater treatment conducted in the WWTP's of each mining company could articulate the Manual for the allocation of compensation for loss of biodiversity according to the methodology exposed there, and determine the areas where this sludge can be disposed and apply compensation factor so that soil remediation begins
