Institutional Governance Structures for National Emergencies       International symposium on Institutional Governance Structures for National Emergencies - Before, During and After University of Haifa, Israel Ofer Observatory, Eshkol tower December 14, 2017  Readiness for emergencies is a challenging and complicated task to every government. It requires a regulatory institutional structure which crosses sectors, both on the level of governmental power, domains, and in terms of the numerous fields of expertise it requires for effective policy and action.  Different countries have established different institutions and mechanisms that are meant to mitigate, prepare, manage and orchestrate their coping with emergencies before, during and after they occur.
