MEMORANDUM OF UNDERSTANDING between the Ministry of Agr‘iculture of the People’s Republic of China and the International Rice Research Institute This Memorandum of Understanding (MOU) is made and entered into by and between the Ministry of Agriculture of the Peoples’ Republic of China, herein referred to as the MINISTRY, located in Beijing, China, represented herein by the Deputy Director General of the International Cooperation Department, Ministry of Agriculture, and The International Rice Research Institute, hereinafter called IRRI, located at Los Banos, Laguna, Philippines, through its Director General. WHEREAS, the MINISTRY is interested in fiu-ther strengthening rice research activities and increasing rice production in China; WHEREAS, the Chinese Academy of Agricultural Sciences (CAAS) has been designated by the MINISTRY as the coordinating agency for China-IRRI cooperation; WHEREAS, IRRI, a non-profit organization supported by the Consultative Group for International Agricultural Research (CGIAR) composed of numerous national governments, international organizations, and private foundations, has as its primary goal the improved well-being of present and future generations of rice farmers and consumers, particularly those with low income; WHEREAS, IRRI collaborates with national governments to help enhance rice research and research-related activities; WHEREAS, through CAAS, IRRI has been working with institutions in China for many years in areas of mutual interest, and has found such cooperation to be mutually beneficial; WHEREAS, the MINISTRY and IRRI have mutual interest in fostering further collaboration among Chinese and IRRI rice scientists and agree that there is a need for an umbrella MOU to which detailed work plans can be linked; NOW, THEREFORE, the MINISTRY and IRRI, inspired by their common objectives to promote and accelerate research on rice, have reached a mutual understanding to affirm their intention to continue to cooperate and strengthen collaboration as set forth in the following articles: ARTICLE I SCOPE OF COLLABORATIVE WORK 1, The areas and scale of collaborative work between the MINISTRY and lR€U will be determined by CAAS and IRRI through joint evaluation and planning workshops to be held at least once in every two or three years. - 2. Whenever deemed appropriate, CAAS and IRRI will prepare joint project proposals for submission to donor agencies for fimding. ARTICLE I1 RESPONSIBILITIES OF IFGU Subject to personnel and budgetary limitations, and as mutually agreed upon, I F W  will: 1. 2. 3. 4. 5. Provide short-term consultancy to advise on and assist in the research program in China; Establish a China-IRRI Liaison Office in Beijing and assign a liaison scientist for China as mutually agreed with CAAS; Invite Chinese scientists to attend IRRI-coordinated international research symposia, conferences, and workshops; Arrange for Chinese scientists to undertake degree and nondegree training at IRRT; and Make available seed materials and research information to support cooperative activities in China. 2 ARTICLE 111 RESPONSIBILITIES OF THE MINISTRY OF AGRICULTURE In order to facilitate the implementation of cooperative activities, the MINISTRY will: 1. Undertake to arrange necessary clearances for Chinese scientists to travel abroad to participate in international research conferences, workshops, training programs, and collaborative work sponsored by IFUU, and to join in relevant monitoring of network activities coordinated by IRFU; 2. Undertake to send to IRRI Library and Documentation Services new publications on rice released in China, for inclusion in the IRRI Library’s Rice Bibliography; 3. Assist in obtaining necessary visas and completion of formalities connected with the visits of IRRI scientists to China; 4. Accord to IRRI expatriate personnel who may be assigned to work in China, upon the request of the MINISTRY or CAAS, privileges regarding payment of taxes and import duties within the scale of Chinese policies concerned; and 5. Assisting the clearance of the items of equipment and supplies imported by IRRI for the use in cooperative works. ARTICLE IV Both parties agree that: 1. Results of collaborative research will be published in the public interest as mutually agreed upon; 2. Although in most cases the results of collaborative research will be published jointly by scientists working for the two organizations, each party may publish the results separately if so determined by mutual consultation in specific cases. Either party publishing any research findings will give credit to other party’s contributions but would at the same time be entirely responsible for the conclusions and interpretations reported; and 3 3. Breeding materials, germplasm, etc. will be exchanged between China and IRRI subject to the terms and conditions specified in each exchange with due recognition for the sources of the seed material. Either party may use materials but will give h l l  credit to its source/origin. ARTICLE V The terms of this agreement will be for a period of five years effective upon approval and may be extended by mutual agreement.
