A joint memorandum from the TAC and CGIAR secretariats examining special projects at IARCs and offering criteria for rating their suitability for transfer to restricted core budgets, based on how they related to the IARC's mandate. Projects proposed by centers were divided into multiple categories reflecting the issues they raised. The exercise was intended to integrate and rationalize IARC programs and to increase system funding by attracting more US matching contributions in 1983, and additional matching funds from both the US and the World Bank in the future.
