\ AMENDMENT NUMBER 1 GENERAL MEMORANDUM OF UNDERSTANDING BETWEEN THE MINISTRY OF AGRICULTURE AND LAND RECLAMATION THE ARAB REPUBLIC OF EGYPT AND THE INTERNATIONAL RICE RESEARCH INSTITUTE This Amendment to the General Memorandum of Understanding is between the Ministry of Agriculture and Land Reclamation, Arab Republic of Egypt (herein after called the "MINISTRY") and the International Rice Research Institute, Los Banos, Philippines (hereinafter called "IRRI"). WHEREAS, the MINISTRY is interested in rapidly increasing rice production and the efficiency of producing rice in the Arab Republic of Egypt (hereinafter called "EGYPT"); . -  And WHEREAS, Memorandum of Understanding in 1980 to this effect; the MINISTRY and IRRI have signed a General And WHEREAS, the MINISTRY wishes to place the Rice Research and Training Center at Sakha (hereinafter called "RRTC") into operation; And WHEREAS, the MINISTRY and IRRI have already cooperated in activities of mutual interest during the implementation of the RRTC; And WHEREAS, the MINISTRY and IRRI have continuing mutual interest in fostering rice research in EGYPT: NOW, T-KER-EFORE, The MINISTRY and IRRI, inspired by their common _objectives IO promote and accelerate research on rice, have leached a mutual understanding to cooperate as set forth in the following articles . ARTICLE I. The following collaborative activities have been agreed to by the MINISTRY and IRRI: / 1. To develop high yielding disease resistant varieties combining all des ired agronomic and grain quality features for the Delta; 2. To develop high yielding, short duration and water use efficient varieties as well as appropriate package of practices for the New Valley; 3. To develop techniques for growing floating rice in Lake Nasseq 4. To establish appropriate relationships with the Egyptian seed industry; . .  * .. 5. To provide complete facility management services for the S m a  Rice Research and Training Center: and, 7 IRRI shall provide the services of three full time expatriate staff. Initially, they will be: one Program Manager, one Rice Breeder and one Rice Pathologist. The positions will be reviewed after two years. All of the expatriate staff will be assigned to the Rice Research and Training Center in Sakha and will be stationed in Kafr El Sheikh. In addition to these three specified persons, IRRI shall provide, as mutually agreed with the MINISTRY, consultants in specific subject areas for short-term technical assistance in Egypt. lRRI shall also provide the necessary staff, supplies and materials to perform the facility management function of the Sakha Center during the life of the project. I -6. To develop plans and materials for the transfer of f i e  new technological packages to farmers. IRRI shall make appropriate arrangements for the utilization of IRRI network facilities by Egyptian researchers when requested by the MINISTRY. Specific arrangements will be made by IRRI for the continuation of the "winter nurseries" program, in order to advance the Egyptian breeding program by one year. .. I a IRRI will develop and deliver special training courses at the RRTC for Egyptian rice research and production personnel. IRRI will also assist Egyptian researchers in studies of the potential of the Aswan High Dam lake area for rice cultivation, and the breeding of salt tolerant rices for saline areas. Research studies carried out at the Rice Research andTraining Center in Sakha W-U %e in collaboration with f i e  Egyptian Regional Universities interested in rice research programs. ARTICLE II. It is the intention of the MINISTRY and IRRI that this Amendment to the General Memorandum of Understanding will result in a contract for the execution of the work mutually agreed upon. The contract will be negotiated between f the MINISTRY and IRRI and will be funded from the National Agricultural Research Project (hereinafter referred to as "NARP"). It is understood between the MINISTRY and IRRT: that this contract is subject to the approval of the United States Agency for International Development, the donor agency for NARP. ARTICLE The MINISTRY and IRRI may by mutual consent add, modify, mend or delete any words, phrases, sentence or articles in this Agreement. IN WITNESS WHEREOF, the MINISTRY and TRRl bave .affixed fieir signatures. Executed in duplicate at Cairo, Arab Republic of Egypt, on the 31st day of January, 1987 in the English language.
