 Guidelines for Donor Attribution in CGIAR Communications  for use by the CGIAR Communications CoP April 2014  During the CGIAR Communicators Community of Practice annual meeting in Montpellier in May 2013, a Donor Relations and Communications Working Group was established. As part of its Terms of Reference, the Working Group was tasked with developing guidelines for acknowledging donor support for research communicated via various channels.   1. Rationale/Purpose of the Guidelines  CGIAR greatly appreciates the contributions of its donors and believes they deserve acknowledgement and recognition for the crucial support they provide and for the concrete results and impact made possible by their investments. Raising the visibility of donors in connection with CGIAR’s achievements is also important to sustaining and increasing agency investments and for garnering broader public support for those funding decisions.  Although CGIAR communicators have a well-established record of acknowledging donors in press releases, publications, online content, etc., the new programmatic approach to research,  increased emphasis on a multilateral approach to funding, and establishment of a collective donor Fund that pools and harmonizes resources from various donors have complicated the process of donor attribution. These guidelines aim to provide CGIAR communicators with a uniform and practical means of acknowledging donors and providing them with increased visibility for their support to CGIAR. Of particular importance is recognizing donors who have contributed to Window 1 of the Fund. As providers of unrestricted funding to the Fund, they should receive attribution for all research carried out as part of any CGIAR Research Program.  2.  Role of the Fund Office  To facilitate the process of donor attribution, the CGIAR Fund Office will:  1) Maintain and regularly update a list of all CGIAR Fund Donors, including separate lists for all three funding Windows, with Window 2 donors listed by CGIAR Research Programs to which they have contributed. 2) Post these lists publicly online at: http://www.cgiar.org/who-we-are/cgiar-fund/fund-donors-2/ 3) Request Fund donors to provide their logo and name and contact information for communications staff at their agencies. 4) After the draft guidelines were endorsed by the Donor Relations and Communications Working Group on behalf of the CGIAR Communications Community of Practice, the Fund Office shared the guidelines with Fund Donors and members of the CGIAR Fund Council for their review and endorsement.    3.  Suggested Guidelines and Best Practices  These guidelines are not meant to trump or replace the existing guidelines or policies for donor attribution that are already in place at CGIAR Centers. Rather, they are meant to augment or refine existing policies to take into account the new CGIAR funding realities, as outlined earlier in this document. Above all, these guidelines seek to ensure that those donors who provide unrestricted funding to CGIAR via Window 1 are not omitted when other donors are being acknowledged and recognized for their contributions.   The following guidelines should be applied to all communications products, whether online or in hardcopy form.   1) List all relevant donors by name, including in books, research and other reports, briefs, newsletters, brochures, etc. Using back covers, side bars, and small print where necessary, it should be quite possible to name individual donors in these and similar products.  a. Always include in your list of acknowledgements all donors who have contributed to Window 1 of the Fund and, for research that is carried out as part of any component of a CGIAR Research program, donors who contributed to that CRP via Window 2 of the Fund.    b. When listing donors by name, you do not need to specify that the donor contributed to the Fund or to any particular Window(s).   c. Treat all donors as equal. It is preferable that you do not distinguish between Window 1 and Window 2 donors, or between bilateral and Fund donors.   d. As an exception to the above, where a donor or donors have been the primary supporters of a particular area of research (e.g., contributed 80% towards a specific research activity) they may be acknowledged as such, while also thanking other donors for supporting the work.   e. When a CGIAR Center or program has received funding from a CGIAR Research Program (CRP) for which it is not the lead Center, the receiving Center could recognize the CRP as a funder, but should definitely acknowledge and list all donors who have provided funding to that CRP via Window 2 of the Fund.   2) In cases where it is not practical or feasible to list all donors by name (e.g., press releases), we suggest the following or similar text with hyperlink or URL:  Online: We would like to thank all donors who supported this research through their contributions to the CGIAR Fund. For a list of Fund donors please see: http://www.cgiar.org/who-we-are/cgiar-fund/fund-donors-2/  3) Regarding bilateral support from donors, whether directly or via Window 3 of the CGIAR Fund, we do not propose any specific guidelines, assuming that these donors will be acknowledged under Centers’ existing policies and practices.
