1  October 2000   CIAT Promotes a Scientific Park to Strengthen the  Fight to Reduce Poverty  18 national and international organizations share the Center’s headquarters and resources   An innovative plan to create the largest scientific park in Latin America, aimed at strengthening the fight against poverty, was initiated by CIAT (the International Center for Tropical Agriculture) at its headquarters, located between Cali and Palmira, Colombia.  Eighteen national and international organizations, represented by a wide range of scientists, are already sharing the benefits and costs of CIAT’s facilities, laboratories, data, and other resources in their efforts to improve, through agricultural research, the quality of life for the most disadvantaged groups.  The concept of a scientific park emerged in the 1990s, and was designed to promote, at one headquarters, the formation and growth of organizations that generate knowledge.   The promoter of this park on the CIAT campus is the entomologist Aart van Schoonhoven, Director of Research on Genetic Resources. He saw an opportunity to form a core of scientists who could respond to the multiple requirements of tropical agriculture.   "We are constructing a home for a regional research community who can achieve more by being linked to an agreed program, participating in both the costs and benefits of the research installations and sharing of information", says van Schoonhoven.   The shared installations include an extensive germplasm bank, an advanced biotechnology laboratory, more than 5000 square meters of additional laboratory space for a broad range of disciplines, a sophisticated geographic information systems (GIS) laboratory, and easily accessible databases. The numerous greenhouses and experiment fields enable cultivation to be carried out the year round.   The park’s first guest was the “Alexander von Humboldt” Biological Resources Research Institute, a key organization in the field of biodiversity in Colombia. Eight other Colombian institutions have now joined: ASOCOLFLORES, CENICAÑA, CENIPALMA, CORPOICA, Corporación BIOTEC, FEDEARROZ, ICA, and PRONATTA. New impetus has thus been given to the relationship between the Center and the Colombian national research system, because of the new opportunities that arise for scientific exchange.   The park continued to expand to the point that it now operates 19 institutions, including CIAT. A committee is being formed to create a strategy for the park’s subsequent development, including a marketing plan.   2  Although existing scientific parks follow no specific style, reference is usually made to Agropolis International in Montpellier. This French‐based international center for research and higher education in agriculture covers 60 countries and boasts 200 research units that employ about 3000 scientists and residential technicians to work in agricultural and development research.   Supporters of the scientific park at CIAT hope that it will promote, as does Agropolis, efforts in biotechnology, not so much to develop "frontier" technology, but to ensure that pertinent research in the northern hemisphere can be effectively applied in the southern hemisphere.   Center personnel believe that the scientific park will have a multiplier effect, enormously strengthening CIAT’s capacity to fulfill its humanitarian mission. The collaborative associations that are promoted within the park’s environment will vitalize the Center’s efforts to improve ways of supporting poor people.   The park’s organizers hope it will meet national and regional needs. At a meeting to determine strategies, held early in the year, CIAT Management discussed ways in which the park could help small farmers of limited resources throughout tropical America face the challenge of self‐management. One important way is to offer services to the national agricultural research systems of Latin America, particularly where research budgets have been drastically reduced, leaving the agricultural and livestock sector without adequate support.
