1  Characterisation of the livestock production system and potential for enhancing productivity through improved feeding in Rangareddy district, India, September 2010 Facilitator: Luke York The Feed Assessment Tool (FEAST) is a systematic method to assess local feed resource availability and use. It helps in the design of intervention strategies aiming to optimize feed utilization and animal production. More information and the manual can be obtained at www.ilri.org/feast FEAST is a tool in constant development and improvement. Feedback is welcome and should be directed to feast@cgiar.org. The International Livestock Research Institute (ILRI) is not responsible for the quality and validity of results obtained using the FEAST methodology.  The Feed Assessment Tool (FEAST) was used to characterize the livestock production system and in particular feed‐related aspect of the Rangareddy district of India. The assessment was carried out through structured group discussions and the completion of short questionnaires by three key farmers/stakeholders on the 17th of September 2010. The following are the findings of the assessment and conclusions for further action. Farming system The average farm size in the Rangareddy district is approximately 2.5 acres. However there is a vast range in farm sizes with some households owning as many as 45 acres. Household size is also variable ranging from 5‐8 individuals. These individuals fulfil the major labour requirements on‐farm with only the wealthier households hiring labour from June to January when labour requirements are at their highest. Male labourers are generally paid 150 indian rupees per day, whilst women receive a lower rate of pay at 100 indian rupees per day. Irrigation is available to approximately 200 hectares of the 462 hectares that the area is composed of. This means half of all household lands in the area receive some form of irrigation. A wide variety of crops such as; cotton (Gossypium spp.), rice (Oryza sativa), maize (Zea mays), sorghum (Sorghum bicolor), pigeon pea (Cajanus cajan) and a wide variety of vegetables including; tomatoes (Lycopersicon esculentum), cabbage (Brassica oleracea), carrots (Daucus carota), beans (Phaseolus lunatus) and chillies (Capsicum annuum) are grown throughout the area. The main livestock species kept by households are cattle for draught and milk production, buffalo also for milk production and poultry for household consumption. Other species such as sheep, goats and pigs are also kept by a small number of households. 2   Figure 1: The main grain crops grown in Rangareddy district of India.   Major income sources The primary means of income generation is cotton production. Approximately 70‐80% of all households grow cotton which contributes 50% of all household income. During the rabi season (October – February), vegetable crops become an important contributor to income, contributing approximately 30% of all household income. Other crops such as; rice, maize, pigeon pea and sorghum also contribute to household income for some households. The extent to which these crops contribute is generally minimal (approximately 10%) and highly variable between households. Livestock products contribute very negligible amounts to household income. Milk sales, particularly sales of buffalo milk, contribute approximately 10% of all household income and are the primary means through which livestock products contribute to the income of 35% of households. Cattle are kept for milking only by the more wealthy households as cattle cannot be sold in the event of declining productivity or health for religious reasons. Only the more wealthy farmers keep cows as they are able to take financial ‘risks’ and it doesn’t matter if a cow cannot be sold at the end of her productive life. The less common livestock species kept within the area such as; sheep, goats and pigs which are kept by less than 1% of households are an important means of income generation for these households contributing 50‐70% of total household income. Draught cattle are also kept by approximately 50% of all households in the area. These cattle are not used to generate income directly, however, they are still considered important as they ensure cropping activities can be carried out efficiently.  Livestock production system 3  In this production system livestock are generally used to support cropping activities. Draught cattle are the main livestock species kept by households. These animals are kept in a purposely built shed and stall fed throughout the year. The shed is usually in close proximity to the homestead with open sides and iron or asbestos roofing. Flooring is usually sand or rock with very few sheds having concrete flooring. There are veterinary services available in the area. However, these services are somewhat limited and only common ailments are treated. Some treatments are also provided by the Bharatiya Agro Industries Foundation (BAIF) in collaboration with the International Crops Research Institute for the Semi‐Arid tropics (ICRISAT). Most farmers spend approximately 1000 indian rupees per animal per year on veterinary treatments, however, this can vary greatly. BAIF also provides Artificial Insemination (AI) services for 50 rupees per insemination. AI is now the preferred method of reproduction for farmers in the area. Natural mating is only used in exceptional circumstances when AI fails numerous times.  Major feed sources through the year As the cattle and buffalo in this area are stall‐fed throughout the year, crop residues, primarily paddy straw and sorghum residue, form the primary component of feed. This material is both grown on farm and purchased. Approximately 50% of all crop residue material is purchased from neighbouring areas. Rice straw is generally purchased for approximately 2000 rupees per tonne and sorghum residue is purchased for approximately 3000 rupees per tonne. After periods of rain many households will also feed green fodder material collected from surrounding areas such as; wastelands, roadsides and bunts. This material is primarily naturally occurring weeds and Napier grass (Pennisetum purpureum). During lactation milking cows will also be given additional supplementary feeds such as; rice bran, cotton seed cake and pigeon pea husk. These feeds are purchased for 3 rupees/kg, 14rupees/kg and 10rupees/kg  respectively. This material is then mixed with the crop residue to create a more complete diet for the lactating animals.  Figure 2: The feed resources available in Rangareddy district, India Problems, issues and opportunities 4  The main problem identified by farmers is reproduction. At present, repeat breeding is often required as many cows fail to conceive after a single AI procedure. This is problematic for farmers as multiple AI procedures is very costly. Farmers are unable to suggest any course of action to remedy this situation. The price of feed is also another problem identified by farmers. At present farmers are purchasing large quantities of feed material. Farmers view this as unsustainable as it greatly increases the cost of milk production. Farmers believe this reliance on purchased feed could be minimized through the introduction of higher yielding fodder species. It is hoped that if higher quantities of green fodder could be produced on farm, it could be used as a substitute for some of the purchased crop residues. If this can be achieved the farmers hope that the crop residue material produced on farm from regular cropping activities would be enough to last the entire year and they  would not be forced to buy additional crop residue material. Disease and animal health issues were also identified as a problem within the area. Liver fluke (Fasciola hepatica), worms and clostridial infections such as tetanus are the main production limiting diseases. Other diseases such as; Hemorrhagic Septicaemia (HS), Foot and Mouth Disease (FMD) and Anthrax can also be a problem, however, outbreaks of these diseases are sporadic and farmers are not currently concerned about these diseases. Farmers are aware of disease prevention techniques such as deworming and vaccination and view these methods as the solution to their animal health problems, however, very few households regularly partake in these activities.        Potential interventions There are several interventions that could be utilised to remedy the various problems identified by the farmers in this area. The poor performance of AI in the area is likely to be due to a number of factors including; inability of farmers to recognise and accurately detect oestrous, poor hygiene during the AI procedure, poorly trained AI technicians, improper storage of semen, poor quality semen, high stress levels within the animal pre and post insemination and poor nutrition post insemination. These factors can all result in an AI procedure failing to result in conception. The only elements of the AI procedure that farmers can control is correct identification of oestrous, and management of the animal before and after insemination. Therefore, any intervention at a farmer level should target these areas. Training of farmers to properly recognise the signs of oestrous, ensuring farmers understand the concept of stress and the best ways to ensure their cow is not subject to stressful stimuli immediately prior to, or post insemination should help to improve conception rates. Maintaining the cow on an appropriate plane of nutrition will also help to maintain pregnancy through to parturition. It may also be necessary to further examine the training of the AI technicians to ensure they are appropriately trained and the poor conception rates are not due to their poor skills. Similarly, the systems employed by AI service providers should be examined to ensure that the linkages between the farmer and the technician are appropriate for ensuring the animal can be inseminated in a timely manner.  Farmers have very little control over the market price of feed. Therefore, it is very difficult for farmers to decrease the cost of feeds. However, through reducing the amount of feed purchased by the farmer, the overall cost of production will be lower. As mentioned by the farmers, this could be achieved through increasing the quantity of green fodder produced on‐farm. Green fodder material is already a key component of the feed base in this area, particularly following raining periods. However, the majority of this material is naturally occurring grasses collected from wastelands, roadsides and paddy ridges. Substituting these natural grasses with improved fodder varieties such 5  as; napier grass or fodder beat (Beta vulgaris) will increase the quantity of feed material produced per hectare. The quality of this feed material will also surpass that found in the natural grasses currently being fed. Excess feed material that is produced during these wetter periods could then be stored as silage, or dried and stored as hay. If excesses in fodder cannot be produced during the wetter periods, it will also be necessary to produce green fodder during the drier periods. Fodder trees are a means through which this can be achieved as their extensive root system allows them to access water and remain productive even during dry periods. Fodder trees such as; Leucaena spp. and Sesbania spp. should be considered for this purpose. These species could be planted along fencelines or ridges and cut periodically to provide green fodder during dry periods without sacrificing crop productivity. Those farmers that grown pigeon pea, could also consider substituting the current varieties of pigeon pea with a dual purpose variety. Dual purpose varieties of the crop produce grain yields not significantly different to conventional varieties yet, the quality of residue produced in terms of livestock feed is greatly improved. To improve the health status of livestock in the area it will be necessary to further educate farmers about the advantages of vaccination and de‐worming to manage internal parasites. Farmers are currently aware of such methods, but are unconvinced of their merit as a means of improving productivity due to the associated cost. This is likely to be a result of the interaction of poor feeding and parasite load, that is, farmers may have previously tried de‐worming their animals but did not see any observable results due to poor feeding and as a result do not see the benefit associated with de‐worming. Similarly, farmers are unconcerned with vaccination against severe diseases such as HS and anthrax because there hasn’t been an outbreak for some time. However, if there is an outbreak and large numbers of animals are not vaccinated significant mortality rates could occur. Therefore, it is important that farmers understand the importance of disease prevention in improving productivity (when coupled with improved nutrition) and the risks associated with not utilising disease prevention techniques, particularly in regard to severe diseases.  To mitigate the impacts of the problems identified in the long term, it will be necessary to introduce these interventions in an integrated manner. If only one production constraint is targeted it is unlikely that farmers will continue with the intervention as any intervention introduced in isolation is unlikely to result in wide ranging, observable outcomes that are vital for ensuring the farmer will continue the practice into the future. Key issues ‐ Low conception rates from AI ‐ High price of purchased feeds ‐ Poor animal health management Ways forward ‐ Improved farmer training in regard to; heat detection and understanding stressing stimuli that may prevent conception. ‐ Assessment of AI technician skills. ‐ Replacing of naturally occurring grasses collected from wastelands, roadsides and paddy ridges with high yielding fodder species such as Napier grass. 6  ‐ Introduction of fodder conservation methodologies if excess green fodder is produced during wet periods. ‐ Introduction of fodder trees to ensure green fodder material can be produced during dry periods. ‐ Substituting conventional pigeon pea varieties with dual purpose varieties to improve the feed quality of residue material. ‐ Improved farmer training in regard to the benefits of internal parasite management and vaccination against severe diseases such as HS.  Key metrics Milk yield:  4820 litres per household per year Meat offtake: 0.38% per household per year ME per TLU: Conclusion The Rangareddy district of India is primarily a crop dominated production system. Livestock are integrated to support crop production through the provision of draught power. Farmers generally utilise approximately 2.5 acres of land and grow a large variety of crops and vegetables. The sale of milk is the main way livestock contribute to household income, however, the contribution these sales make is relatively minor. The main problems identified by farmers in the area are; poor reproduction, high feed prices, and poor animal health. To mitigate these problems it will be necessary to utilise an integrated approach to introduce improved fodder varieties, and further educate farmers about; oestrous detection, understanding stressful stimuli, techniques for fodder conservation and the importance of preventative health techniques.
