        Report of the Second meeting of the  imGoats Jhadol-Kanthariya Innovation Platform (IP)   14th September 2011 Jhadol, Udaipur district, Rajasthan, India   1   Report of second meeting of imGoats Jhadol-Kanthariya innovation platform 1. Background The goal of the “Small ruminant value chains as platforms for reducing poverty and increasing food security in dryland areas of India and Mozambique (imGoats)” project is to increase incomes and food security in a sustainable manner by enhancing pro-poor small ruminant value chains in India and Mozambique.  The project is following innovation systems approaches within a value chain framework. Innovation platforms (IPs) provide spaces for value chain actors to interact, communicate and act to improve performance of the value chain and the resulting benefits to the actors. They will also be the mechanism to stimulate joint action to test feasible technical, organizational and institutional interventions for improving productivity of goats, their marketing and associated service delivery.  The imGoats Innovation Platform was formed in Jhadol block (covering Jhadol and Kanthariya clusters) of Udaipur, facilitated by BAIF. The first meeting of the Innovation Platform was held at Ankur Hall at Jhadol on 2nd August 2011.  This report provides an account of the second meeting of the Jhadol-Kanthariya Innovation Platform that was held at Ankur Hall at Jhadol on 14th September 2011. 2. Proceedings The Project Officer of BAIF at Jhadol, Mr. R.B. Patel welcomed the members and introduced the new members. Seven women members joined in the second platform meeting.  2.1. Review of first IP meeting The field guides and the IP members were asked to state whether the first IP meeting issues were discussed in the group meetings in the villages and if yes, what was discussed. There was mixed reaction to this. It is probable that some of the members did not take this up in the group meetings. This prompted B.G. Rathod to make an observation that the IP members are expected to represent all the community members and present the problems on their behalf and take back the discussions at the IP meeting to them. Hence, they are expected to facilitate two-way information flow.  2  Dr. Nikhilesh Modi provided a brief recap about the issues identified in the first IP meeting. The main issues identified by each subgroup, namely, the goat keepers, traders and input-service providers were presented through flipcharts: Main issues identified in the first IP meeting by each group Goatkeepers Traders Input and service providers Breed related – Unavailability of good breeding bucks Health related – Prevalence of diseases such as goat pox, contagious ecthyma and other ecto-parasites Feed related – Fodder scarcity due to reduced grazing lands Market related – Goats sold earlier due to compulsions; Do not receive full value of goat due to inaccurate weighing (guesstimates);  Unorganized nature of goat marketing Lack of adequate number of goats in the area Lack of healthy animals Goat keepers unaware about department facilities Department does not get timely information about incidence of epidemics Use of overdose of medicines by goat keepers  2.2. Setting the stage for identifying issues to be taken up in the second platform meeting Ramkumar (ILRI) elaborated that some of the issues are already being addressed by BAIF as part of their project activities. It is important to identify those issues that require immediate focus on which the IP members can collectively take decisions. Mr. B.G. Rathore then linked BAIF’s activities with some of the issues related to provision of breeding bucks, deworming, etc. He asked the members as to what were the most important issue / event in the coming weeks. This prompted the members to indicate that Navratra festival (October 4-6) as the upcoming event. The issue boiled down to the animal sales during the Navratra festival. He mentioned that this could be a good opportunity to try organizing and linking with traders. This experience would help us to better understand the process involved in establishing such linkages.  Another issue that was raised was regarding the disease incidences. Rathore indicated that since the veterinary doctor was also present in the IP meeting, it would be a good opportunity 3  to plan out health care activities in the next two months. This was also linked to the issues identified both by the goat keepers and traders in the first IP meeting that of “need for healthy animals”. This would again be an opportunity, especially for the field guides, to understand the process involved in identification of diseases and take preventive measures.  Therefore, the following two issues were proposed for the IP member’s consideration: 1. Catering to the demand for animals during the Navratra festival (October 4-6) 2. Healthy animals – Identify important diseases in the coming two months and  establish a scientific basis for treating animals The IP members felt that these issues were timely and they would be willing to take these up in this meeting. 2.3. Action plans The members prepared their plans to address each of the issue in the following formats. Mainly the questions pertained to what is to be done, who would do it and by what time.  (i) Organizing animals for sale during the Navratra festival (October 4-6th) (Planning for two weeks) Plan of action for organizing animals for Navratra festival season Particulars What When Remark Goat keepers  To provide information about animals available  for sale in each village   Group representatives in each village to take initiative Field Guides/Supervisor To collect information about animals available for sale in their respective villages from the group representatives Within 7 days (by 22nd Sept.)   4  Project Officer/Manager To contact traders  up to 17.09.2011 To check with the traders: • Requirements – How many animals are they willing to purchase? • Whether  they were willing to purchase animals on basis of live weight (using scales) •  Location at which they are willing to come • What characteristics do they look for when they purchase animals?  (ii) Health care (Planning for the next two months) Dr. Bhatnagar, Veterinary Officer from the Animal Husbandry Department, Udaipur shared that in the coming months parasitic problems would be more frequent and it would be useful if proper diagnosis is made for identifying infected animals. This helps in avoiding unnecessary expenditure on deworming (where it is not required). Also, PPR vaccine can be given before the winter months (completed by October).  He said that most often community members are ignorant about the government facilities available for diagnostic tests and also the importance of sending samples in a timely and proper manner. For this, it was felt that the field guides could play an important role in developing two-way information system – Collecting samples, sending the samples for tests, diagnosis and feedback to producers. This can be done for all the interested households. Insights into importance of disease specific treatment Dr. Bhatnagar conversed in their dialect to explain how diseases spread in the rainy season and some suggestions to avoid them. He explained that poor quality water and poor quality feed result in infections. During this season, the goats drink water accumulated here and there in small depressions while grazing and pathogens get into the stomach and start effecting. The pathogen also gets transferred from water on to grass leaves on the water edge and when the goat eats it, it again infects the animal. Sample tests help in identifying which animals need medicine and which don’t. This helps in avoiding indiscriminate application of medicines and unnecessary costs. He also suggested that fodder issues could be addressed if the members identified which fodder trees are useful, how frequently they should collect the leaves, how to start depending less on grazing lands and start planting trees on their bunds. He also mentioned that we can also learn from other villages/ models/ schemes and adopt them in our context. 2.5. Next steps  The members felt that the next IP meeting could be on 14th October. The agenda would be to review and take stock of action plans (how we fared and what needs to done further). One proposal was to have the next meeting in Udaipur. Even though couple of women members showed interest, we still need to get their confirmation to finalize the venue for next meeting. It was also felt that the initiative to coordinate and conduct the next meeting should be done by the members.  Two field guides, Mr. Dhannalal Ahari (from Kantharia cluster) and Mr. Bheemraj Dungri (from Jhadol cluster) volunteered to take the responsibility. They were given to understand that BAIF project team would always be there to support them in executing their responsibilities.  6  The agenda for the next IP meeting would be to review the follow up of the action plans prepared in this meeting. Understand what worked and what did not and accordingly decide future course of action. 2.6. Feedback and Closure Rasikbhai thanked the members for participating actively in the meeting.
