Manajemen dan Kebijakan Operasional Televisi Nasional Berbasis Lokal di Kota Makassar

Abstract

Network Television Concept indicates the obligation of national television to build an affiliation with local television or at least to found local television as the effort to reach its broadcast in certain area. The aim of the research was to find out (1) management concept applied by local-based National TV network station in Makassar City, and (2) the position of local-based national TV viewed from broadcasting regulation perspective (Law No. 32 of 2002) in supporting broadcasting autonomy in the area. The research was a qualitative study using primary and secondary data. They were obtained through interview, documentation, and direct observation technique and analyzed using Miles interactive model. The results of the research indicate that management concept applied by the local-based National TV in network and affiliation stations indicates that operational management and policy patterns applied by local-based National TV is a full network (SUN TV) which is different from the TV stations ehich is affiliative (Fajar TV). The implementation of broadcasting in supporting autonomy in local broadcasting is already applied but not in ideal condition. The law regulating broadcasting is am existing reality and the implementation of this law in this case the content of broadcasting is something which can indicate that local television broadcasting is supplied from central base that does not reflect local content
