: Apparatus Resource Development for Increasing Performance. Apparatus Resource Development is local government strategy to realize government\u27s apparatus who have good performance. Lowokwaru Sub-distric\u27s Office is SKPD in Malang City which has main duties as government implementation, local development, and society service; doing apparatus resource development for increasing apparatus\u27s performance. Implementation of apparatus resource development in Lowokwaru Sub-district\u27s Office are still have some problems such as job rotation does not implement to the staff employee and there are employess who occupy structural position but have not followed the leadership training. The purpose of the researches are to know Lowokwaru Sub-district\u27s apparatus resource development and to know Lowokwaru Sub-district\u27s performance. This research uses descriptive research method with qualitative approach. This research results conclusions that Lowokwaru Sub-district\u27s apparatus resource development that use on the job method have done with apprenticeship, coaching, and demonstration and example. Off the job methode is done with participating apparatus to join diklat and to continue higher formal education. Lowokwaru Sub-district\u27s apparatus\u27s performance is good through labor capacity, employee\u27s dicipline, employee\u27s attendance list, and sociey statisfication index
