Abstract

Children are the inheritors of a Nation. Then it should get the attention and protection of the child from both parents and from the State. Protection is granted not only on education but also in terms of legal certainty provided through identity. Therefore, the State provides protection for the fulfillment of the identity of the child, whether legitimate children and illegitimate children. But in practice the Tribe Department of Population and Civil Municipality of West Jakarta, it is not fully implemented, particularly in terms of guarantees of free birth certificate, is still very far from expectations. In addition there are a few more things that cause problems or obstacles in the implementation of recording and manufacturing of birth certificate, namely: Assumptions bureaucratic society will take care of the documents in the population and civil registration, cost, distance far enough Implementing Agency and the extra cost.
