A incapacidade de retenção de militares contratados nas fileiras da Força Aérea
Portuguesa tem sido um problema, cuja tendência se tem agravado nos últimos anos.
O presente trabalho de investigação tem como objetivo analisar os incentivos
existentes para incrementar a capacidade de a retenção de militares contratados e analisar a
convergência dos mesmos com os fatores mais valorizados pelos militares contratados que
atualmente prestam serviço. Complementarmente pretende-se, através de uma análise de
Benchmarking, proceder à identificação das práticas vigentes relativamente a esta matéria
em Forças Armadas de outros países membros da NATO, no sentido de poder,
futuramente, avaliar e integrar novas soluções que possam produzir melhores resultados.
Metodologicamente, este estudo é sustentado no tipo de raciocínio hipotéticodedutivo,
assenta numa estratégia de investigação qualitativa e num desenho de pesquisa
de tipo transversal.
No decurso da investigação desenvolvida, concluiu-se que as FFAA dispõem de
instrumento legais para mitigar o abandono precoce das fileiras por parte dos militares em
RC sem que, contudo, exista uma coerência integral entre os incentivos formalmente
consagrados para a prestação de serviço militar em RC e os incentivos mais valorizados
pelos militares que prestam serviço. Foi ainda, de igual modo, possível concluir que
algumas das medidas colocadas em prática pelos países aliados, vão de encontro ao nosso
novo RIPSM e ao conjunto de medidas a avaliar futuramente.The inability to retain military personnel in the ranks of the Portuguese Air Force
has been a trending problem which has worsened in recent years.
The present investigation aims at analyzing the existing incentives to increase the
ability to retain hired military personnel and analyze their convergence with the factors
most valued by the military personnel that currently serve in the armed forces. In addition,
through a Benchmarking analysis, it aims to identify the current practices in this field in
the Armed Forces of other NATO member countries, in order to be able to evaluate and
integrate new solutions that can produce better results in the future.
Methodologically, this study is based on hypothetical-deductive model, based on a
qualitative research strategy and a cross-sectional research design.
It was concluded that the Armed Forces have legal instruments to mitigate the early
drop-out by the military in contract, however, there is still no full coherence between the
formally established incentives, and the most valued by the military.
It was also concluded that some of the measures put in place by the Allied countries
are in line with our new Incentive Regulations and the set of measures to be evaluated in
the future.N/
