A generalidade dos cidadãos sente que vive um dos momentos mais difíceis da sua história, resultado da conjuntura económica e social com que o país se debate.
Estas adversidades, tendentes a criar desigualdades sociais e dificuldades acrescidas na vivência da população em geral, são vistas como factores destabilizadores para a manutenção da segurança interna e do sentimento de segurança dos cidadãos, consequência do aumento da criminalidade em geral, mas particularmente do aumento da criminalidade violenta e grave
que se vem a verificar.
As Forças e Serviços de Segurança têm um papel determinante no que ao combate e diminuição da Criminalidade Violenta e Grave diz respeito.
Nesta investigação procedeu-se à análise da Acção Policial no Combate à Criminalidade Violenta e Grave, mais precisamente através da determinação das capacidades da GNR e a
sua eficácia no seu combate e redução.
O trabalho de investigação divide-se em duas partes. Na primeira procedeu-se a uma abordagem teórica e conceptual do tema, através de uma análise documental de diversa legislação e publicações, permitindo desta forma clarificar e delimitar a Acção Policial no Combate à Criminalidade Violenta e Grave. A segunda é composta pelo trabalho de campo desenvolvido, que consistiu na elaboração de um inquérito por questionário a uma amostra
constituída por militares da Guarda que desempenham funções de comando e chefia no âmbito da investigação criminal.
Concluiu-se que a GNR, apesar de ter como capacidades previstas a adopção de medidas especiais de investigação e prevenção criminal e medidas de reacção imediata às ocorrências, face à Criminalidade Violenta e Grave, não se mostra totalmente eficaz para combater e reduzir, este tipo de criminalidade.
Propõe-se deste modo a criação de equipas especializadas com formação adequada que actuassem em exclusivo nas situações de Criminalidade Violenta e Grave, onde a cooperação fosse a palavra de ordem, na troca de informações entre os vários órgãos de polícia criminal.Abstract The majority of citizens feel that they are living one of the most difficult moments of its

These adversities, that create social inequalities and additional difficulties in the living of general population, are seen as a destabilizing factor for the maintenance of internal security and the feeling of public safety, due to the increase of crime in general, but particularly the increase of violent and serious crime that appears.
Forces and Security Services have a key role in what concerns the fighting and reducing violent and serious crime.
In this investigation we proceeded to the analysis of the Police Action to Fight Serious and Violent Crime, more precisely by determining the capabilities of the GNR and its effectiveness in combating and reducing.
The research is divided into two parts. At first we proceeded to a theoretical and conceptual theme through an analysis of various documents, publications and legislation in order to clarify and delimit the Police Action to Fight Serious and Violent Crime. The second consists of the field work developed, which consisted in developing a survey questionnaire to a sample of Guard soldiers who perform the command and leadership within the criminal investigation.
It was concluded that the GNR, despite having provided capabilities to adopt special measures of investigation, crime prevention measures and immediate reaction to events, face to serious and violent crime, it is not fully effective to fight and reduce this type of crime.
It is proposed therefore the creation of specialist teams with appropriate training that could act exclusively in situations of violent and serious crime, where the watchword would be cooperation, exchange of information between the various criminal police
