Статья посвящена развертывающимся на региональном уровне политическим процессам. Много внимания уделено отмене прямых выборов мэров. Показано, что причина связана с возможной победой на местных выборах оппозиционного кандидата. В статье выделяются три стратегии реагирования муниципальных властей на реформу местного самоуправления. Автор рассматривает тему перераспределения предметов введения между городскими властями и руководством области. Установлено, что идет процесс централизации полномочий. В статье приводятся две основные причины передачи полномочий от муниципалитета на региональный уровень управления. Автор показал, что муниципальные образования становятся все более зависимыми от субъекта Федерации в финансовом отношении.The article is devoted to the unfolding regional political processes. Much attention is given to the abolition of the direct election of mayors. It is shown that the reason is related to a possible victory in the local elections the opposition candidate. The article is divided into three response strategies municipal authorities on local government reform. The author examines the topic of redistribution of objects between the administration of the city authorities and the leadership of the region. It has been established that there is a process of centralization of powers. The article gives two main reasons for the transfer of authority from the municipality to the regional level of governance.
