A regular resident course of the National Judicial College wasdovetailed with business meetings under the chairmanship of President M. Brent Oldham.Here follows a brief summary of the principal events.ProceedingsBased on the minutes prepared byHonorable Stanley J. Cygan, Sec-retary of the Association.Secretary President Past-PresidentStanley J. Cygan M.E. Thompson M. Brent OldhamBy unanimous vote of the Board of Governors, the National Headquarters of theAssociation was transferred from Two World Trade Center to Midwest City, Oklahoma, whereincumbent President Thompson maintains the Association's computer and word processingequipment. The move was designed to expedite communications with members and others.It is expected that Association Headquarters will remain in Oklahoma beyond PresidentThompson's term of office. The Board thanked former President Agatstein for maintainingthe central office in New York City for many years.San Antonio, Texas, was selected as the site of the 1984 Annual Meeting. Newly-elected Vice President Judith L. Telecky of Texas will serve as Convention Chairperson,under the direction of President-Elect Anthony Kazen. President Thompson and TreasurerBeighle were also appointed to the Convention Committee.Four members who have not previously held office in the Association wereelected to the Board of Governors. The new officers are Judge Donald Beighle of Oklahoma,Treasurer, and Vice Presidents Barbara J. Kovarovic (Kansas), Judith L. Telecky (Texas)and J. W. Deese (Kentucky). Judge Anthony Kazen of Texas, a Vice President of the Assoc-iation since 1979, was elevated to President-Elect. The newly-elected officers arelisted on the inside rear cover.The Constitution of NAALJ was amended by reducing, from one-third to one-tenth,the quorum of member's required to transact business at a general membership meeting.The chanqe reflects the present status of NAALJ as an international oroanization.The President, upon recormmendation of the Board of Governors, publicly commend-ed Judge Stanley J. Cygan for his continuing, extraordinary service to the Association.'Judge Agatstein was awarded a plaque for his activities on behalf of NAALJ. The generalmembership, by acclamation, gave a special commendation to Judge Lawrence R. LaPolla,since deceased, for his exceptional contributions to the welfare of the Association.(see obituary p. 11).The Board of Governors authorized the President to communicate with otherassociations of Administrative Law Judges to explore the possibility of joint effortsto address common concerns.The report of Treasurer J. F. McClanahan, who declined on grounds of health,to seek reelection, was accepted with thanks (see p. 18). Among the attendees of theAssociation's Training Conference on High Volume Proceedings, approximately one-thirdsaw a young woman, one-third saw an old woman, and one-third saw both. 2The implication o f such startling differences in fact perception was explored,along with a wide range of other topics, in a training session designed to assist Judgeswho must hear and decide many cases quickly. Hon. Donald R. Fretz of the SuperiorCourt, Merced, California, Hon. Tom D. Capshaw (SSA), Hon. Richard W. Reynolds (PublicWelfare, Mass.), and Hon. W. W. Trovillion (Workers Compensation, Ca.) comprised thefaculty of the program, which was developed by Judge Mary Lou Berry on behalf of theNational Judicial College. Judge Berry, an active member of NAALJ for many years, washerself prevented from participating in the program by illness. Dean E. J. Watts andAssociate Dean V.
