グローバルコミュニケーションと域学連携に関する予備的研究

Abstract

本研究の目的は、近年の外国人訪問客や在留外国人の増加にともなうグローバルコミュニケーションの重要性から、特に災害に関する防災・減災・復興に資するコミュニケーションモデルの構築に取り組むことにある。また、岡山県立大学を中心とする地方創生推進事業(COC+)の学問的成果を活用し、ポスト岡山創生学の位置付けにもなりうる域学連携としての教育研究カリキュラムにつなげることでもある。具体的には、メディア・フレームの視座から海外メディアに表出される災害という実態に近似的な<世界>を検証する。また、潜在的災害弱者である外国人訪問者および在留外国人の防災的・減災的行動を喚起するリスクコミュニケーションを基盤とした内的志向且つ安全安心のグローバル化を目指した学内の教育研究カリキュラムを検討する。なお、本稿は、本研究の推進のための研究計画および方法について速報的・記録的にまとめた研究プロポーザル的要素を含む。The purpose of this research is to contribute to disaster prevention, provide solutions for disaster management, and promote reconstruction after disaster by creating a communication model for the recent growing number of foreigners in Okayama. It will connect to the education and research curriculum at Okayama Prefectural University (OPU) as a regional academic collaboration which can be part of the post-Okayama community outreach program, utilizing the academic outcome of a regional creation promotion project (COC+) mainly conducted by OPU. In particular, this research examines how media reports have restructured and reflected the real world. It also argues that the restructured world portrayed by the media is like the real world from the theoretical points of view of language, culture, and cross-cultural communication. Furthermore, service-learning activities, English education, and a short-term study abroad program in the Southeast Asia region are introduced to include an innovative new curriculum for the post-Okayama community outreach program. In doing so, it is believed that “inner globalization”, which provides a safety net for foreigners in Okayama vulnerable to disasters, is established through the communication model. This research will help both foreigners and students learn how global and local networks are connected by using the communication model developed through experiences with the Okayama community outreach program. It is noted that this paper is a preliminary research proposal on the global communication and community outreach mentioned above
