Request for proposals : development of a master plan, transmission line routing study, and environmental impact statement for Hawaii's proposed geothermal/inter-island cable project

Abstract

This letter is to invite your proposal to prepare a Master Development Plan, conduct a public involvement program, conduct an evaluation of overland transmission corridors and prepare a routing report, conduct a public involvement program, and prepare an Environmental Impact Statement for the development of 500 megawatts (net) of geothermal resource in the Kilauea East Rift Zone on the Island of Hawaii and transmit it to Maui and Oahu via an inter-island electrical transmission system. The Master Development Plan is desired by the end of 1989. It is expected that the location and selection of overland transmission line corridors will take place in 1989, with the preparation of routing report to be completed in 1990. It is expected that this routing study be conducted with the full benefit of a public involvement program. With the completion of the master plan and routing work, the State desires an Environmental Impact Statement which will lead to the permitting of the project. Permitting assistance will be requested as a separate additive proposal item under this solicitation. Proposals are due no later than April 13, 1989. The attached Notice of Intent to Respond is due no later than March 29, 1989. Attached, for your information and use, is a brief description of the purpose and intended scope of this project
