Program Audit: A Management Tool

Program Audit is a management tool providing 
corporate executives with an efficient, economical 
and timely means of monitoring the effectiveness of 
their organizations and operations. Properly used, 
it gives an in-depth view of organizational per-
formance at all levels of the management structure, 
and provides a means by which managers can effec-
tively and efficiently evaluate the adequacy of manage-
ment direction, policies, and procedures. Preventive 
action can then be taken before problems materialize 
and costly corrective actions become necessary. 
Program Audit, properly administered, is a self-
supporting function available to all managers for 
making special reviews of problem areas. The audit 
activity consists of scheduled and unscheduled 
audits of all organizations and functional areas. The 
audit organization reports directly to management 
and is staffed by full-time professional auditors 
assisted, as required, by qualified technical per-
sonnel. The auditors are invested with the authority 
to take both preventive and corrective actions as 
necessary. 
Through Program Audit, total, effective, and
unbiased audits are made available to all organiza-
tion managers. Potential problem areas are more 
easily and more quickly recognized, so that effective 
and timely corrective action can be taken. In addition, 
cost savings can be effected by the prompt identi-
fication of redundant or unnecessary efforts, sur-
pluses of materials and equipment, or overstaffing.
