Abstract

: Implementation of Employee Mutation Based On Employee Performance Appraisal in Batu City (A Study at Regional Employment Agency of Batu City). The study was based on the problems in the implementation of employee mutation in Batu City. This study used a descriptive research with a qualitative approach. Based on the results of the study found that the implementation of the procedure employee mutation in Batu City is divided into five stages. In this respect, the List of Job Performance Appraisal is not considered optimal to be one of the requirements and considerations in conducting employee mutation. In the implementation of employee mutation in Batu City, there are supporting factors and inhibiting factors. Supporting factor is the commitment of human resources involved and the presence of laws and regulations. Whereas the inhibiting factors is the presence of subjectivity (spoiled system) in the List of Job Performance Appraisal and presence of seniority systems. Therefore, the expected implementation of performance appraisal for employees as replacement List of Job Performance Appraisal can be optimized so as to prevent the occurrence of spoiled system and the seniority system
