At the same time, the awakening of the consciousness of citizen interest and the development of the theory of performance evaluation, the government finance is moving forward to emphasize the new stage of the expenditure performance management. This paper is concerned with the district level finance, focuses on constructing the evaluation index on the performance of district's fiscal expenditure project.   This paper analyzes related methods of fiscal expenditure performance evaluation index design, analyzes the concept of regional fiscal expenditure performance evaluation and performance evaluation theory, then it forms the logic to build the specific district level fiscal expenditure project: how to build, build what. In short, this paper uses the "4E" theory in the new public management movement (economy, efficiency, effectiveness and fairness principle) as the theoretical basis and guiding principle, refers the production chain of the public sector framework, in view of the objectives, inputs, process, outputs, outcomes five ring section, classifies the performance evaluation as advance performance, business performance and after the performance under the guidance of the whole process of budget performance management mechanism, It has initially formed the overall framework of the model of the district's fiscal expenditure project performance evaluation index design. Then the paper constructs the concrete index system under this frame. Finally, AHP is used to assign the weight of the index, which provides ideas for solving similar problems.   The index design in this paper considers the characteristic of the district's fiscal expenditure and project expenditures, aims to build a common index reference frame, then helps the relevant personnel in practice quickly to set up operation for the index of the district's financial performance evaluation, and thus avoid the blind and confused financial performance evaluation in the implementation process. In theory, this paper will help improve the level of performance evaluation of financial expenditure management system, and enrich the public expenditure performance evaluation theory to a certain extent. Hierarchical Total Ordering and Consistency Checking .............................. 39 Conclusions ..............................................................................................42 Bibliography ............................................................................................44 Acknowledgements .................................................................................46   厦门大学博硕士论文摘要库一、问题的提出 1 一、问题的提出 （一）选题背景 20 世纪 90 年代初，随着分税制改革的推进与完善，公共财政收入规模逐年增大，公共财政支出保障水平逐年提升，推动了国民经济稳定、快速增长，公共财政框架基本形成。然而，与公共财政收支规模的逐年扩大以及财政职能的转变相对应，却是现实中公共支出管理相对滞后（苏明（1998）[1]），公共财政支出效率不高（陈学安（2003）[2]、马国贤（2010）[3]）。当前，财政资金安排是否合理，资金使用是否节约有效，不仅成为政府及公众关注的焦点，也成为财政改革的热点问题。普遍的看法是，建立我国财政支出绩效评价体系，是财政改革面临的重要课题和支出管理改革的当务之急（申书海（2003）[4]、陈学安（2004）[5]）。 从现代公共财政理论和实践来看，公共支出绩效评价、管理和监督是“三位一体”公共财政体系的重要组成部分。以部门预算为中心的预算编制体系、以国库集中支付为重点的预算执行体系，以及以公共财政支出绩效评价管理为核心的预算监督体系，三者相辅相成，相互支撑，不可或缺。我国政府在预算绩效评价方面的管理工作起步较晚，2003 年，“建立预算绩效评价体系”于党的十六届三中全会提出，预算绩效管理在我国应运而生。国内学者在财政支出绩效评价管理上进行全面、深入和系统的理论剖析，通过介绍国外先进经验和做法，如财政部财政科学研究所（2004）[6]、张少春（2005）[7]，对我国财政支出绩效评价体系进行了规范性探讨；如“我国推行财政支出绩效考评研究”课题组（2006）[8]、范柏乃（2007）[9]，运用案例和数据，实证研究我国财政预算及其支出绩效问题；如楼继伟（2007）[10]、候荣华（2001）[11]，在实践中不断充实和发展了中国的公共财政理论。 随着国内相关研究的日趋活跃，学术界在财政支出绩效管理制度改革的必要性和重要性等基本问题上已达成共识，但在具体体系建构、指标设置等方面研究仍不足，理论意义多于实证研究。虽然绩效评价在政策规划方面已被中央厦门大学博硕士论文摘要库区级财政支出项目绩效评价指标构建研究 2 提升到重要高度，但是在具体实施方面，我国各级地方政府的财政绩效评价工作基本还停留在传统意义上的合规性考评，对公共支出绩效评价管理工作来说，应该还处于初级阶段。 （二）研究问题及意义 我国政府财政支出绩效评价工作虽然实行了多年，取得了相当的成绩，但是大部分的理论研究都是基于中央和省、市级公共财政支出绩效评价的实践，关于基层政府的公共财政支出绩效评价及其指标构建的研究还处于空白阶段。虽然大部分学者对地方财政支出绩效评价工作的必要性及内涵做了充分研究，但对于建立系统地适用于特定地区的地方政府财政支出绩效评价指标体系却较少涉及，而科学合理的指标体系是地方政府财政支出绩效评价工作的关键环节。刘坤（2007）认为，推进预算绩效管理改革的核心技术问题之一，就是找到合适的绩效评价指标[12]。 本文认为，政府所处的层级不同要求财政支出绩效评价指标有所区别，地区经济发展程度不同要求财政支出绩效评价指标也应有所侧重。这是因为，基层政府承担了大量的资源配置职能，其财政支出及其绩效状态对社会公众的切身利益影响更大、更直接，这既为财政支出管理提供了更科学合理的绩效参考基准和绩效目标，也为类似环境条件下的地方财政支出提供了更多的可能改进空间。本文的基本理解是，通常经济发展水平越高，越注重效果；经济发展水平越低，越强调效率。这是因为，经济发展水平越高，民众越挑剔，公共事务的参与感越强，对财政支出的评价越细致。经济发展水平越低，公众的参与感越弱，公共支出更多是财政部门的单向行为。 本文立足基层实际，以笔者所处的区级政府财政支出绩效评价为研究对象，针对区级财政支出的特点，尝试设计一套适应区级层面的财政支出项目绩效评价指标和实际操作模型，旨在推进区级公共财政支出绩效评价理论体系的构建，并对地方政府公共财政支出理论学科的建设与发展有所助力。 通过区级公共财政支出绩效评价的开展，一是有利于提高公共财政支出效益，能够在预算管理中引入结果导向的观念，明确支出部门的预算责任和管理厦门大学博硕士论文摘要库一、问题的提出 3 责任，充分调动支出部门的工作积极性，鼓励管理者进行创新和节约；二是有利于政府更好地履行财政职能，用绩效来分配财政资金能够提高预算分配的科学性和合理性，提高财政资源的配置效率，推动地方政府科学认识和改进行政绩效，提升政府形象；三是有利于完善我国财政监督体系，有利于增加财政支出管理的透明度，增加公众对政府的信任感，有利于强化对财政资金的监督，形成有效的约束。 厦门大学博硕士论文摘要库   Degree papers are in the “Xiamen University Electronic Theses and Dissertations Database”.
