国家级新区是近年来通过深层次制度改革引领区域发展的一种新的国家改革战略，它承担着在各个领域先行先试的任务，力图为区域发展起到增长极作用，也为全国范围内的重要改革发展和体制机制创新起到先导和示范作用。浙江舟山群岛新区是国务院批复的第四个国家级新区，也是我国首个以海洋经济为主题特色的国家级新区。在新区获批后，舟山群岛新区于2013年启动了以“三强三优”为主要内容的行政体制改革。以浙江舟山群岛新区为案例研究对象，探讨其行政体制改革的现实基础、改革内容和深化路径，有利于为治理现代化的体制机制建设提供实践范本，也有利于为全国其他地区特别是国家级新区提供行政体制改革方面的经验。 本文首先从上海浦东、天津...State-level new areas is a new national reform strategy which leads the regional development through the deep-level system reform in recent years.
