Research on Strategic Innovation and Performance Appraisal ——Case of Civil Servants in Fujian Provincial Bureau of Statistics

Abstract

公务人员绩效考核对优化政府内部结构、提升机关工作效率、增强社会服务能力具有重要意义。我国是政府主导型的社会,公务人员的健康发展对整个社会的促进带动作用至为重要。但是,当前的绩效考核工作仍然存在着诸多问题,因此对公务人员绩效考核的研究具有重要的实用价值。 本文通过对福建省统计局公务人员绩效考核的现状进行分析,发现其中存在的问题,并对问题的原因进行了深刻剖析。为了解决这些问题,本文构建了战略创新导向的绩效考核分析框架,在公务人员绩效考核中引入了战略创新的概念。传统的绩效考核办法将战略创新排除在外,而战略创新才是组织发展的关键所在。以往在绩效考核体系设计时,考核者不能正确区分战略性工作与非战略性工...Civil servants performance appraisal is useful to optimize organizational structure, improve work efficiency, and enhance the ability of social services.
