农药在帮助人们远离疾病、农作物病虫害、提高作物产量等方面发挥了重要作用,极大促进了现代农业的发展。美国20世纪六七十年代开展的环境保护运动让人们更清楚地认识到农药在给生产生活带来便利的同时也可能会危害人类健康、威胁自然生态的平衡。 中美两国都是农药生产和使用大国,美国《联邦杀虫剂、杀菌剂及灭鼠剂法》的出台,明确了以国家环保局为主管,以农药登记为核心的管理体系,有效控制了农药污染,在农药管理方面走在了世界前列。中国的农药管理起步较晚但发展迅速,已经建立起初步的管理架构,但具体制度设计上仍有不足。本文希望通过对美国农药管理制度的研究介绍给我国的农药管理带来启示和借鉴。 本文共分为两大部分: ...It is well known that pesticides have spared us from crop infestations and ravages of disease.
