напрямок, заснований на базі трипільської культури, стратегічним напрямком розвитку 
об’єднаної громади. Реалізація туристичної політики на місцевому рівні потребує від 
управлінських структур і туристично-рекреаційних закладів регіону налагодження більш 
тісних зв’язків з метою залучення коштів вітчизняних та зарубіжних інвесторів для реалізації 
наміченого. Однак головним залишається виведення інституціями державного і 
регіонального управління трипільської культури у пріоритетний напрямок туризму. Подібне 
бачення забезпечить пріоритетність у фінансуванні, популяризації та просуванні 
досліджуваного туристичного напрямку.

MEASURING FEMALE ECONOMIC EMPOWERMENT  
IN POST-SOCIALIST EU MEMBER-STATES 
 
The current period of global economic development has coincided with the regionalization 
movement in different parts of the world. The most successful example of high-level integration is 
the European Union. Despite Eurosceptic tendencies resulting in Brexit, it remains the advanced 
post defending the values of democracy, peace, freedom and non-discrimination. It also fosters the 
constant progress of post-socialist member-states integrated in 2004, 2007, and 2013. These 
countries transform their social and economic models implementing the EU medium term strategy 
till 2020, which promotes smart, sustainable and inclusive growth. 
Post-socialist EU member-states aim at building the knowledge based economy, utilizing European 
funds and endogenous factors, i.e. creative and intellectual potential of their female population. In 
our recent publications we used mathematical methods to prove that gender equality has positive 
influence on GDP growth as well as boosts innovative competitiveness of the EU-28 [1-2]. Thus, it 
is high time to measure the progress of post-socialist member-states towards fostering female 
economic opportunities, using the Global Gender Gap 2006-2015 statistics for our assessment. The 
EU-28 average equaled 0,632 points in 2006 and 0.712 points in 2015, so, the difference between 
the initial and final values reached 0.080 points. The average scores for post-socialist member-states 
were 0,660 in 2006 and 0,705 in 2015. Slovakia was the only country that faced a slight decline of 
its indicator by -0,012 in 2006-2015 (Table 1). 
By analogy with classification of EU regions by economic development [3], we suggest the 
following typology assuming that: 
 if the EU member-state’s integral score of economic gender gap is less than 75 percent of 
the EU-28 average, then this country belongs to less developed ones; 
 transition countries include EU member-states, which have a score of between 75 and 90 
percent of the EU-28 average;

Bearing in mind classification of EU member-states by economic opportunity and 
participation gender gap, we discovered that there were no less developed countries among post-
socialist member-states in 2006-2015. The roster of transition post-socialist member-states includes 
Czech Republic (2011-2015) and Slovakia (2015).

Thus, the top priority task for post-socialist member-states is to guarantee equal opportunities 
for women and men, so that the educated and creative female population is able to contribute its 
potential to spurring national economic development. It will offset ageing problem and help to 
maintain welfare programs. Greater economic involvement of women diminishes the need to invite 
more immigrants, who usually come from countries with cultural background hostile to European 
values and demand social benefits equal with the EU citizens. Post-socialist member-states should 
increase the support for public and private initiatives promoting gender diversity and female 
economic empowerment. So that, thriving women in academia, business and state administration 
become the driver for sustainable development of post-socialist member-states and speed up their 
convergence with the EU economic leader-countries.

ОБЛАСТЯХ УКРАЇНИ 
 
Насущною проблемою для України є слабкі її конкурентні позиції за чинником стану 
туристичної інфраструктури порівняно з провідними державами світу. Підсилює цю 
проблему не настільки низька якість туристичних послуг, наскільки нестабільність 
політичної ситуації. Так, анексія Криму і військові дії на території Донецької та Луганської 
областей, формуючи враження про повномасштабну війну (гарячу точку), призвели до 
втрати Україною своєї популярності як туристичного напряму. Питання активізації попиту 
на послуги сфери туризму в Україні набуває особливого значення. Його вирішення вимагає 
різнопланових наукових досліджень, окрему нішу серед яких посідає дослідження сільського 
туризму.  
Суспільне значення сільського туризму полягає в тому, що він «… не лише сприяє 
збереженню селянства як носія культурно-духовного менталітету, а виступає одним із 
напрямів диверсифікації сільської економіки, що забезпечує її фінансове оздоровлення, 
стимулює формування міцного прошарку середнього класу на селі» [1, c. 26].
