Abstract
The local election is an important agenda in the implementation of
democracy in Indonesia. Arrangements regarding the local elections
experienced rapid development. Even, the local elections regulation is very
frequent. This resulted in the emergence of legal insecurity. Laws are always
changing is not a good law. Amendment Act elections cannot be separated
with political content The political struggle is able to influence the election
law produced. The political process is run to produce the Act elections are
not able to guarantee legal certainty. Therefore, the policy makers are
expected to put the interests of not only personal, but policy-shapers are
expected to provide a fair policy, usable and surely
