Globalization and disarticulations: The road to exclusion in Latin America

Abstract

The growing unhappiness in the Latin American region after a decade of structural adjustment programs, deregulation and opening of the economy is more than a mere “state of mind” of the population. Notwithstanding the overall growth of the economy and the so called “modernization” at micro level, unemployment, poverty and marginalization have increased sharply. In this paper the “new” and the import substitution industrialization regimes of accumulation are analyzed under the scope of the concept of articulation. A proposal for full employment at the center of macroeconomic policies and the restitution of the role of the state as employer of last resort is also stressed here.globalization, import substitution industrialization, full employment, ELR
