This paper examined the background which a monthly magazine by Citizen Editorial Committee has been launched. Study materials are a monthly magazine and a public hall paper which are published in Matsukawa Town, Nagano Prefecture. As a result, it became clear that there was a conflict between the town government and the public hall newspaper editors.
However, it was found that there is a sort of residents attitude as the background of the conflict. And this paper has determined that the attitude has been cultivated by social education, which has been continuing to practice in this town.
Therefore, this paper suggests that it is important for the community media research to consider the conditions of community in which the medium is located
